This will provide an additional 10 metered spaces in the Downtown area. Van Milligen, City Manager From: Tim Horsfield, Parking System Supervisor Subject: Code of Ordinances Change — Adding Parking Meters in Meter District This memo will provide you with information regarding the addition of parking meters on certain streets in the downtown area. With the addition of new businesses in the downtown area, it has become obvious that the need for short term, up to 2 hours, is much needed in these areas. Specifically, I am referencing the Main Street, 7 Street and 8 Street areas. Currently, many of these areas are posted as "No Parking "or are for "Drop Off Only ". After visiting with the business owners in this area, they all would very much appreciate the addition of any parking spaces we could create. As a result of those conversations, I again spoke with management personnel from American Trust and Savings Bank and also Cottingham and Butler. American Trust indicated they would have no problem with changing the cut -out area on Main Street to parking as long as the one directly in front of their main entrance remained as a drop off area only. This provides us with a gain of two spaces on Main Street. In addition, I spoke with John Butler and John indicated that he would prefer to not have parking next to his building on 8 Street or Main Street. Considering those comments, I am proposing that we do leave the area on Main Street next to the building as a drop of area only (2 spaces) and also on 8 111 Street in front of the main entrance drop off only also (1 space). So, in making this adjustment, we will be gaining two spaces on Main Street in the 800 Block, five spaces on 8 Street between Iowa and Locust, and finally, we will be gaining three spaces on 7 Street on the north side between Locust Street and Bluff Street. This parking is only from the alley west to Bluff. There will be continued no parking along Washington Park and also in front of the Dubuque Museum of Art. In order to complete this adjustment, I have submitted two sections of the Code of Ordinances to be amended. Code of Ordinances Change — Adding Parking Meters in Meter District February 21, 2011 Page II Secondly is the section of the Code of Ordinances that addresses prohibited and restricted parking. Some of these areas had to be deleted from one section and subsequently added to the other. It would be our initial recommendation to place either 20 or 40 minute length on the meters on 8 Street and most likely 2 hour parking on the other meters that we plan on adding with your approval. In total, we gain ten parking spaces by making these adjustments. These adjustments have been reviewed and approved by Assistant City Attorney Crenna Brumwell. I would request your consideration and recommendation to the City Council for their approval of the Code of Ordinance adjustments.
