Van Milligen, City Manager SUBJECT: Enterprise Zone Commission Appointments DATE: March 1, 2011 Economic Development Director Dave Heiar recommends City Council confirmation of the re- appointment of Peggy Murray, representing Iowa Workforce Development, and Daniel White, representing Northeast Iowa Community College, to the City's Enterprise Zone Commission. It is further recommended that the City Council appoint a City Council Representative to this Commission. I currently serve as the City Council appointed position. All three terms would run until February 2014. concur with the recommendation and respectfully request Mayor and City Council approval of the appointments and the selection of a City Council Representative for the Enterprise Zone Commission. The City Council is asked to confirm recommendations for the two positions and presents for City Council consideration to appoint a City Council Representative for the third position due to City Manager Michael C. Van Milligen's term expiring on February 15, 2011. BACKGROUND The composition of the City's Enterprise Zone Commission is regulated by State law. Six of the commissioners must represent specific organizations, and three are at -large positions. As Commissioners' terms have expired or vacancies created by departures, the representative organizations have been asked to select or reconfirm their chosen representative. DISCUSSION Attached to this memo are two commissioner approvals for specific organizations from Peggy Murray (Iowa Workforce Development), and Daniel White (Northeast Iowa Community College). Peggy Murray and Daniel White currently serve on the commission and have requested to serve another term for the represented organizations. Their terms and the City Council representative term will run until February, 2014. ACTION STEP The action step for the City Council is to review and confirm the recommended representatives for the specific organization positions to serve on the City's Enterprise Zone Commission. Daniel White is the Northeast Iowa Community College Trustee representing the Dubuque Enterprise Zone Commission. His term on the NICC Board expires in September of 2011.
