RE: City Council Liaison
Dear Mayor and City Council Members:
The Long Range Planning Advisory Commission applauds the many years of service
that the late Dirk Voetberg gave to this community as a member of the City Council and
its liaison to the Commission. His contributions to defining and updating Dubuque's
Comprehensive Plan, as well as community visioning and planning efforts for the city,
downtown, and riverfront have left a lasting mark on this community. Dirk will be sorely
missed by the Commission and the city.
The City Council Liaison to the Long Range Planning Advisory Commission is an
important resource for the Commission. We ask that the City Council give consideration
to appointing a liaison to the Long Range Planning Advisory Commission in the near
term. Thank you.

INTRODUCTION
This memorandum presents for City Council consideration to fill a City Council Representative
vacancy on the Dubuque Initiatives Board of Directors.
BACKGROUND
Dubuque Initiatives has been in existence since the 1980's and was originally formed to
developed industrial land in Dubuque to facilitate business expansion and recruitment. The
organization's mission is to work as a community partner to undertake challenging projects
involving job creation and community revitalization that improve the quality of life for the citizens
of Dubuque.
Dubuque Initiatives has a nine member board which consists of the following:
• Mayor of Dubuque
• Two City Council Members
• Dubuque City Manager
• Executive Director of the Greater Dubuque Development Corporation
• Four At -Large Directors selected by the Dubuque Initiatives Board.
DISCUSSION
The bylaws of Dubuque Initiatives state "the two City Council members shall be appointed by
the Dubuque City Council at the first meeting of the Dubuque City Council in January and
immediately take office."
Due to the death of Council Member Dirk Voetberg, the City Council will need to select a new
member to sit on the Board. Dubuque Initiatives believes this person should be committed to the
success of the downtown.
The Dubuque Initiatives Board regularly meets the second and fourth Monday of every month at
noon in the Community Foundation Board Room. The Board may move the monthly meeting to
a different Monday if attendance is expected to be low at the normal meeting time.
RECOMMENDATION /ACTION STEP
respectfully request that the City Council appoint a City Council representative to fill the current
vacancy on the Dubuque Initiatives Board of Directors.
