Attached is a letter from Sara Mewbourne, recent purchaser of
property at 335 Klingenberg Terrace. Ms Mewbourne is a first time
homebuyer in Dubuque with a limited income. Despite limited financial
resources, she hopes to rehab the property so it will be an asset to the city.
The undersigned represent the selling Realtor and listing Realtor,
respectively. Prior to sale, the property was vacant for approximately three
years or more. Prior to that, it had been occupied by a tenant.
In excavating for sewer lines, it is our understanding that adjoining
property owners are notified if there is a problem with a residential hookup.
The previous owner was not notified of any such problem so it is logical to
assume that the sewer problem developed after the city work was complete
and very possibly as a result of the construction activity.
It is our belief that the city may bear some responsibility for the
subsequent sewer failure and we would respectfully ask that you address this
matter as quickly as possible so Ms Mewbourne may put this problem
behind her and move on with other repairs.

To the honorable Mayor and members of the city council:
At the beginning of April 2004, I purchased a home at 335
Klingenberg Terrace. My daughters and I moved in and unfortunately,
encountered a problem that we feel may be the result of city activity some
years ago.
In 2000, the city replaced some sewer lines on Klingenberg and
encountered what they described as "unsuitable subsurface materials".
When we had Mr. Rooter check the sewer line from our house, it was
discovered that there is apparently a hole of some type and part of our sewer
pipe broke off and fell into this hole. I believe that the city reconstruction
may have caused or aggravated this condition thus creating an
environmental, as well as a personal problem.
I have applied for funds from the sewer line replacement program but
iris my belief that the city may have actually caused this problem. I would
respectfully request you look into this matter so that I may get the problem
fixed and enjoy the full use of my new home.
