SUBJECT: Consultant Selection for Phase V Architectural/Historic Survey/Evaluation
Phase V of the Architectural/Historic Survey/Evaluation involves the survey of
Dubuque's oldest residential neighborhoods adjacent to the downtown, with an
estimated project budget of $24,062.50.
Five consultants responded to the Request for Proposals, however three of the five
indicated their firm's interest but an inability to fit the project into their current workloads.
Proposals were received from Jim Jacobsen of History Pays! and Maryls Svendsen of
Svendsen Tyler, Inc.
The Consultant Selection Committee recommends that the City Council approve the
retention of Jim Jacobsen of History Pays! as the consultant to conduct the Phase V
survey of Dubuque's residential neighborhoods adjacent to the downtown district and
authorize Planning Services staff to negotiate a contract not to exceed $21,973.50. Mr.
Jacobsen completed the Phase I, II and III surveys and is currently working on the
Phase IV National Register Nomination Project for the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to recommend the consultant selection for the
Phase V Architectural/Historic SurveyÆvaluation, for City Council review and
approval.
DISCUSSION
The Phase V project involves the survey of Dubuque's oldest residential
neighborhoods adjacent to the downtown, with an estimated project budget of
$24,062.50.
The City has received a State grant of $14,437.50 for this project. The City is
responsible for providing a $9,625 match. The $9,625 cash match will come
from the CDBG funds in the Planning Services Department budget.
A Request for Proposals (RFP) was distributed to 24 consultants. Five
consultants responded to the RFP. Three of the five consultants who responded
to the RFP, indicated their firm's interest but an inability to fit the project into their
current workloads. The proposals that we received were from Jim Jacobsen of
History Pays! and Maryls Svendsen of Svendsen Tyler, Inc.
RECOMMENDATION
The Consultant Selection Committee recommends that the City Council approve
the retention of Jim Jacobsen of History Pays! as the consultant to conduct the
Phase V survey of Dubuque's residential neighborhoods adjacent to downtown
district. Mr. Jacobsen is well qualified with many years of experience in
surveying historic properties. He has completed the Phase I, II, and III surveys

and is currently working on the Phase IV National Register Nomination Project
for the City of Dubuque. Mr. Jacobsen is the author of the Dubuque Multiple
Property Document and is very familiar with Dubuque's history and architecture.
Finally, Mr. Jacobsen's proposed fee of $21 ,973.50 is within the project budget.
ACTION STEP
The requested action is for the City Council to adopt the enclosed resolution
selecting Jim Jacobsen of History Pays! as the consultant for this project, and
authorizing Planning Services staff to negotiate and sign a contract not to exceed
$21,973.50.

RESOLUTION NO. 204-04
RESOLUTION APPROVING A CONTRACT FOR PHASE V ARCHITECTURAU
HISTORIC SURVEY/EVALUATION
Whereas, the State Historical Society of Iowa has awarded the City of Dubuque a
Certified Local Government (CLG) grant to conduct a Phase V Architectural/Historic
Survey/Evaluation of Dubuque's oldest residential neighborhoods adjacent to the downtown;
and
Whereas, the City Council has budgeted funds to conduct a Phase V Architectural/
Historic Survey/Evaluation; and
Whereas, the City Council has determined that this project should be completed with
assistance from a qualified consultant.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council does hereby award the contract for the Phase V
Architectural/Historic Survey/Evaluation to Jim Jacobsen of History Pays! of Des Moines, Iowa.
Section 2. That the Planning Services Manager is hereby authorized to negotiate and
sign a contract with History Pays! for this project in an amount not to exceed $21,973.50.00.
