INTRODUCTION
The purpose of this memorandum is to request the City Council's approval of the
recommendation of the Community Development Advisory Commission for allocation of
Community Partnership Program (cp2) funds. A resolution providing for the approval is
attached for the Mayor's signature.
BACKGROUND
The Community Partnership (cp2) program was implemented on August 5,1991, to
provide financial support to new and innovative private and non-profit efforts to create a
more livable environment for community residents. Funds are allocated for the cp2
program on a yearly basis through the CDBG Annual Plan process. A total of
$1,425,773 has been awarded since the program began. The program has leveraged
over $5.5 million in community service and accessibility projects. The Fiscal Year 2005
Annual Action Plan allocates $75,610 for the cp2 program beginning in July 1, 2004.
The Housing and Community Development Department announced the availability of
cp2 funds on February 2nd and held an informational meeting in the auditorium of the
Camegie Stout Public Library on February 12th. Applications were accepted through
March 26th. Nine applications were received requesting a total of $120,950.
A Review Committee was established consisting of: Mary Rose Corrigan, Public Health
Specialist; Pat Prevenas, Recreation Division Manager; Joleen Patterson, Rehabilitation
Specialist; Jerelyn O'Connor, Neighborhood Development Specialist; Wally Wemimont,
Planning Services; Aggie Tauke, Community Development Specialist; Community
Development Advisory Commissioners Jim Giesen, David Oliver and Harry Neustadt.
The cp2 Review Committee evaluated each of the proposals and ranked them in
accordance with the guidelines adopted by the City Council. The Committee's report
and a brief description of the proposals and ranking of each are attached. They
recommended funding $75,610 in projects.
The Community Development Advisory Commission (CDAC) met on Wednesday May
12th to consider the cp2 applications. At that time, the Commission reviewed the review
committee's recommendations and proposed funding $89,215 in cp2 projects.
The cp2 program is allocated $75,610 for Fiscal Year 2005. All ofthe cp2 funds are
initially proposed for programs classified as "public service" activities. However, the
proposed $17,580 cp2 grant to the Dubuque County Historical Society for the historic
Ryan House accessibility project will count against the "public facilities" cap. This has
the effect of making additional funds available for expenditures under the public
services cap. For that reason, the Commission is recommending transfer of $13,605 in
contingency funds to provide for additional cp2 awards. A final recommendation to the
City Council for allocation of $89,215 was approved.

RECOMMENDATIONS
The Commission reviewed the allocation of Community Partnership (cp2) funds for
Fiscal Year 2005 as summarized below. The cp2 program requires 25% match for the
initial year of funding and provides an opportunity for one additional year of funding with
an increased match of 40%.
1. The Visitina Nurse Association is recommended for full funding. This project
would expand the existing program that was funded in FY 2004. It will provide
an oral assessment of homebound, low/moderate income elderly with
referral/case management for dental care and a hygienist providing prophylaxis.
2. St Mark Community Center is recommended for full funding. This project
provides for expansion of the existing Kids Connection after-school program for
at-risk youth providing math, science and take-home materials for kindergarten
through 5th grade students.
3. Dubuaue County Historical Society is recommended for full funding to provide
an access ramp and accessible restroom at the historic Ryan House, 1375
Locust.
4. Audubon Elementarv School is recommended for full funding. This project
provides for a guided summer reading program for at risk students at Audubon
School. This project was also funded in FY 2004.
5. Four Oaks Inc of Iowa is recommended for partial funding. The Housing
Education And Rehabilitation Training Program (HEART) project would provide
vocational training for one year to eight (8) at-risk students from the Four Oaks
School Behavioral Classroom. The students will renovate and rehab housing
suitable for low-income families. The project is currently funded with cp2 funds
and an extension of the existing FY 04 grant will provide funds until July 30th,
thereby reducing the FY 05 grant funds needed.
6. The Gannon Center is recommended for full funding pending the allocation of
additional funds to the cp2 program. This project provides transportation costs
for clients to access needed services and establishes four outpatient group
therapy skill-building sessions for the mentally ill.
7. Project Concern, Scenic Valley Agency on Aging and Consumer Credit
Counseling were not recommended for funding.
The Commission approved the review committee's recommendations.
ACTION STEP
The action step for the City Council is to adopt the attached resolution approving the
award of $89,215 of cp2 funds to the aforementioned organizations and authorizing the
City Manager to prepare and execute the necessary funding agreements.

RESOLUTION AUTHORIZING THE AWARD OF COMMUNITY PARTNERSHIP
PROGRAM (cp2) FUNDS FOR FISCAL YEAR2005.
Whereas, under the provisions of Title I of the Housing and Community
Development Act of 1974, as amended, the City of Dubuque has received Community
Development Block Grant (CDBG) funds for the development and maintenance of a
viable urban community through the provision of decent housing, a suitable living
environment and expanded economic opportunities for its residents, particularly those
persons of low and moderate income; and
Whereas, the Community Partnership Program (cp2) was developed in the City
of Dubuque in response to the national goals and objectives of the CDBG program; and
Whereas, guidelines for the implementation of the Community Partnership
Program (cp2) were approved and amended by the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby awards Community Partnership
Program (cp2) monies to the following organizations. The award shall consist of a
grant to the organization for the identified project and shall be for the amount noted
below.

Section 2. That the City Manager be and he is hereby authorized to develop and
execute contracts with representatives from the aforementioned organizations in
accordance with the program guidelines established for the Community Partnership
Program and with the regulations of the Community Development Block Grant Program.
Section 3. That upon execution of said contracts, the City Manager is hereby
authorized and directed to disburse program funds in support of the approved projects
and in accordance with the terms and conditions established in said contracts.
