Van Milligen, City Manager SUBJECT: 26th Street Storm Sewer Extension Project (CIP 32800: Storm Sewer Extension - 26th Street) Sealed bids were received for the 26th Street Storm Sewer Extension Project Assistant City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Drew Cook & Sons Excavating Co., Inc., in the amount of $28,902.80, which is 9.8% under the engineer's estimate. Van Milligen, City Manager Gus Psihoyos, Assistant City Engineer fiQ SUBJECT: Award of the 26th Street Storm Sewer Extension Project (CIP 32800: Storm Sewer Extension - 26th Street) INTRODUCTION The enclosed resolution provides for the award of the 26th Street Storm Sewer Extension Project DISCUSSION The project involves the extension of approximately 145 feet of 15-inch and 200 feet of 18-inch storm sewer along 26th Street between Washington and Elm Streets. The proposed storm sewer will intercept stormwater that, on numerous occasions, has spread across the entire width of 26th Street Sealed bids were received on the project on May 6, 2004. Drew Cook & Sons Excavating Co., Inc. of Dubuque, Iowa, submitted the low bid in the amount of $28,902.80. This amount is 9.8% under the engineer's estimate. A summary of the bids received is as follows: Drew Cook & Sons Excavating Co., Inc. Eastern Iowa Excavating & Concrete, LLC Connolly Construction, Inc. Tschiggfrie Excavating Co. McClain Excavating Co., Inc. $28,902.80 29,798.80 31,396.55 33,615.91 38,237.80 RECOMMENDA nON I recommend that the contract be awarded to Drew Cook & Sons Excavating Co., Inc. in the amount of $28,902.80. BUDGET IMPACT The summary of the project costs is as follows: Estimate Award Construction Contingency Engineering Total Project Cost $32,049.40 3,204.94 5.288.15 $40,542.49 $28,902.80 3,204.94 5.288.15 $37,395.89 The project will be funded from a Fiscal Year 2003 budget appropriation in the amount of $36,000. The remainder of the project funds will taken from the General Storm Sewer Repair fund. ACTION TO BE TAKEN I recommend that the City Council adopt the attached resolution awarding the 26th Street Storm Extension Project to Drew Cook & Sons Excavating Co., Inc. in the amount of $28,902.80. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, CMC, City Clerk RESOLUTION NO. 217-04 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the 26th Street Storm Sewer Extension Project pursuant to Resolution No./;;;;S-¿?ý' and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 23rd day of April, 2004. Whereas, said sealed proposals were opened and read on the 6th day of May, 2004, and it has been determined that the bid of Drew Cook & Sons Excavating, Inc. of Dubuque, Iowa, in the amount of $28,902.80 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE C¡lTY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Drew Cook & Sons Excavating, Inc. and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
