Sealed bids were received for the Concrete Section Repair and Overlay of Samuel
Street. Assistant City Engineer Gus Psihoyos recommends award of the contract to the
low bidder, River City Paving, in the amount of $11 0,204.20.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the Concrete Section Repair
and Overlay of Samuel Street.
DISCUSSION
The proposed project involves the replacement of the existing deteriorated
concrete on Samuel Street from Southern Avenue to Tressa Street.
Samuel Street is a concrete and an asphalt street that deteriorated to such a
condition that it was overlaid in 1970. The area .undemeath the overlay,
however, has settled and the deteriorating curbing along the entire west side
needs replacement.
Sealed bids were received on the project on May 6, 2004. River City Paving, A
Division of Mathy Construction, of Kieler, Wisconsin, submitted the low bid in the
amount of $110,204.20. This amount is .94% over the engineer's estimate. A
summary of the bids received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to River City Paving, A Division of
Mathy Construction, in the amount of $110,204.20.

The project will be funded through the Fiscal Year 2004 and 2005 Capital
Improvement Project of Concrete Section Repairs and the Curb & Gutter Repairs
through the Operations & Maintenance Department budget of $245,599 from the
1 % Local Option Sales Tax Fund and the Road Use Tax.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution awarding the
Concrete Section Repair and Overlay of Samuel Street to River City Paving, A
Division of Mathy Construction.

RESOLUTION NO. 220-04
RESOLUTION. ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 14th day of April, 2004, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Concrete Section Repair and Overlay of Samuel Street
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.
Passed, adopted and approved this 17th day of May, 2004.

RESOLUTION NO. 221-04
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Concrete Section Repair and Overlay of Samuel Street pursuant to Resolution
No./?,ð~6'f and notice to bidders published in a newspaper published in the City
of Dubuque, Iowa on the 23rd day of April, 2004.
Whereas, said sealed proposals were opened and read on the 6th day of
May, 2004, and it has been determined that the bid of River City Paving, A
Division of Mathy Construction, of Kieler, Wisconsin, in the amount of
$110,204.20 was the lowest bid for the furnishings of ail labor and materials and
performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
<1ITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to River City
Paving, A Division of Mathy Construction, and the Manager be and is hereby
directed to execute a contract on behalf of the City of Dubuque for the complete
performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
