I will put this on the City Council agenda for their May 17, 2004 meeting, which will be at 6:30 p.m. at the Carnegie-Stout Public Library. I will ask the City Council to refer it back to me for further research and for their consideration after completion of that research. Any additional information that you could provide me about who has jurisdiction over that section of waterway, under what authority the City would declare this no-wake zone, would any other agencies need to give permission and who would sign and enforce this restriction would be greatly appreciated. I am the club's commodore and have been asked by the club to write this letter in support of the establishment of a "No Wake" zone on the Mississippi River from the Julien I>ubuque (Hwy. 20) bridge to the railroad swing bridge upstream. Many cities along the Mississippi River have "No Wake" zones established in areas of downtown riverfront where boat-docking facilities are located. The new boat docking wall located adjacent to I>ubuque's Riverfront Project is basically unusable by pleasure craft transiting the area due to the potential for wake damage caused by passing high speed boats. Several of our members have indicated that they would use the docking facility if a "No Wake" zone were established. Wake damage is a major concern for pleasure craft boaters and I know that transient boaters passing through I>ubuque would use the wall and venture into the river front area, if they were not concerned about wake damage.
