Thirty years ago when I was looking for a job position I had several choices. Gene Conklin gave
me a tour of Dubuque when I applied to Medical Associates. He took me to Eagle Point Park and
EB Lyons( at that time the city nature preserve). I loved the historic architecture and we bought a
turn of the century home in the fourth ward overlooking the downtown and have been here ever
since(the longest I have ever lived anywhere).We joined the Old House Enthusiasts and shared
our home with the community on the Spring home tour. We raised two children here. Our son
graduated Phi Beta Kappa from Iowa State and our daughter is starting Iowa State Veterinary
School this Fall. Since our first grandchild was born last year I have been thinking more about
the future and what we will leave for our children and grandchildren.
When I left Medical Associates I was able to become involved in our community in ways I
couldn't as a practicing physician. I was appointed to the Long Range Planning Advisory
Commission and have served now for seven years including two years as chair during the last
update of the comprehensive plan. I chaired the Bee Branch Citizen's Advisory Commission
which advised the city council on the route that the Bee Branch drainage project would
eventually take(a task not without controversy). I was on -the citizen's advisory committee that
helped develop the award winning unified development code. I participated in the Envision 2010
process and eventually became vice - president of Tri -state Trail Vision which developed the trail
plan for DMATS . I participated in the Sustainable Design Assessment Team(SDAT) and was a
member of the Sustainable Task Force which developed the sustainability principles that the
council recently adopted. Finally, I was in charge of small donor fund- raising for the recent
expansion of the EB Lyons Interpretive Center and appeared before the Vision Iowa board to
obtain a successful Community and Attraction Grant to complete the expansion.
I have shared the recent council's vision of a sustainable, equitable, economically viable
Dubuque that has made it the envy of Iowa, the Midwest, and the entire country and now wish to
participate in this vision at a higher level as the fourth ward representative on the City Council.

I wish to support Dr. Charles Winterwood for city council member to fill the vacancy left by the sad lost
of Mr. Voetberg.
I have known Dr Winterwood since I have been in Dubuque from 1974. He has unsurpassed credentials
as one who knows about sustainability of our physical environment. He also knows physical
environmental health better than most anyone with his medical background. In addition he has been on
committees such as the B branch issue that helps him learn about the infrastructure of the community.
Again, he has served on many city committees and boards.
Everyone knows Dr. Winterwood has liberal stripes but people who work with him are aware that he is
not a knee-jerk position person. For example, when asked his opinion on corn for alcohol fuel he states
his opinion that it is about an even trade off in that it does cost fossil fuel to run the tractors that raise the
corn but the alcohol also saves gas.
Dr Winterwood has a wealth of knowledge. Some may find this intimidating but I expect the Council
would appreciate having a ready reservoir of information at hand.
He stills heads the Green Committee at our church.
I was on his small group this fall on the city- wide project with Alliant Energy to help low income
people insulate their homes. All found him to be pleasant to work with.
