I am submitting my application for your consideration to fill the vacancy In the Fourth Ward City Council position. I
served on the City Council with Councilman Dirk Voetberg, and would consider it a privilege to fill his position until
the present term ends.
I have the experience and knowledge to step into the position with a minimum of training and familiarization so that
the Council could move forward immediately without loss of momentum.
It was my pleasure to have served on the City Council for 5 terms, totaling 20 years. I served two terms under the old
five member council, and three terms as Mayor under the current Ward system.
Many wonderful things were accomplished by Dubuque during the five terms I served. Working with citizen groups,
business, labor and industry we were able retain and attract new businesses, and build partnerships that helped move
us from the 24% unemployment of the Reagan era upwards toward the levels this current Council has maintained.
Below are listed some of the accomplishments I am most proud of during my tenure.
• Creation of the. Ecumenical Tower for senior citizens in DowntownDubuque
• Creation of the Five Flags Civic Center
• Construction of the Softball/Baseball complex on Schmidt Island
• Construction of the Dubuque Greyhound Park and obtaining the first Dog Racing License in the State of
Iowa
• Construction of the Expansion of the Carnegie Stout Library
• Construction of the expansion of the Dubuque Airport terminal and growth of major airlines carriers
• Development of the River Boat Casino facilities and waterfront planning in the Fourth Street Penninsula
and Ice Harbor
• Highway and Bridge Construction, including completion of the new Wisconsin Bridge, the completion of
the Downtown Freeway, completion of the Highway 61 four lanes to Davenport.
I served 15 years on DMATS planning for Dubuque's future transportation needs, and the Intergovernmental Agency
which coordinates a six county region. I was_part of the team that created our current coordination group for
industrial and business recruitment, and created the Human Rights Agency to name a few.
You can be proud that with your City Council efforts and those that I was privileged to be part of, Dubuque leads the
State of Iowa in many areas of accomplishments. I would be proud to be part of the current team for this brief period.
I have full health, creativity, dedication, knowledge and experience. Having mellowed with age, I should be able to
serve the Fourth Ward and the City of Dubuque well for the 8 month period, saving the city the cost of a special
election and the delays that -it would-c ause.-Having-been -the youngest member ever elected to the City Council, I
would like to serve now as a retired senior citizen member Thank you for your consideration.
