session at 6:30 p.m. on
February 24, 2011 in
the Historic Federal
Building.
Present: Mayor Buol,
Council Members
Braig, Connors, Jones,
Lynch, Resnick, City
Manager Van Mil ligen
Mayor Buol read the
call and stated this is a
special session of the
City Council called for
the purpose of discus-
sing various City de-
partmental budgets.
Departmental Budget
Review
Fiscal Year 2012 De-
partmental Budgets
were presented by
staff from the follow-
ing departments/ divi-
sions: Emergency Com-
munications Division,
Emergency Manage-
ment Division, Fire De-
partment, Police De-
partment, and Building
Services Department.
City Council had dis-
cussion with staff fol-
lowing each presenta-
tion.
Emergency Communi-
cations Division: Emer-
gency Communications
Manager Mark Murphy
introduced staff and
presented the Fiscal
Year 2012 budget for
this division.
Emergency Manage-
ment Division: Emer-
gency Management Di-
vision Manager Tom
Berger presented the
Fiscal Year 2012 budg-
et for this division. Re-
sponding to questions
from City Council,
Berger stated that 24
hours of continuing ed-
ucation is budgeted
and described the Na-
tional Weather Service
Weather Spotter Train-
ing.
Fire Department: Fire
Chief Dan Brown intro-
duced staff and pre-
sented the Fiscal Year
staff and presented the
Fiscal Year 2012 budg-
et for this department.
Braig questioned im-
provement package 2,
favoring the requested
increase in clerical
staff to assist officers
in preparing reports.
Dalsing explained the
beer and cigarette
compliance process
with respect to adults
purchasing for minors.
Building Services De-
partment. Building In-
spector II Jerry Stoffel
presented the Fiscal
Year 2012 budget for
this department.
There being no fur-
ther business, upon
motion the City Council
adjourned at 8:30 p.m.

LED lighting. Respond-
ing to questions from
City Council, Brown
stated that firefighters
currently use portable
hand-held light devices
with a generator for
light, described efforts
being taking within the
community to increase
installation of smoke
alarms, and added that
the department's bill
collection service is di-
rectly related to uncol-
lected ambulance fees.
Brown will reconsider
again conducting open
houses at the neigh-
borhood fire stations.
Police Department:
Police Chief Mark
Dalsing introduced
staff and presented the
Fiscal Year 2012 budg-
et for this department.
Braig questioned im-
