Personnel Manager Randy Peck is recommending the elimination of a Laborer position
and the creation of a Scale Operator position at the Dubuque Metropolitan Area Solid
Waste Agency.
I concur with the recommendatioo and respectfully request Mayor and City Council
approval.

On December 20, 2010, the City Council approved a motion eliminating one Laborer
position in the Public Works Department and creating one Scale Operator position.
There is currently one Laborer position working at the Dubuque Metropolitan Solid
Waste Agency and she has requested to be reclassified as a Scale Operator. I support
her request. The Scale Operator position is compensated at the same rate as Laborer.
In order to implement the reclassification I request that the City Council approve a
motion eliminating one Laborer position in the Public Works Department and creating a
second Scale Operator position.
