LONG RANGE PLANNING ADVISORY COMMISSION
Wednesday, May 19, 2004

PRESENT: Chairperson David Rusk; Commissioners Rick Stein, Roy Buol, Charles
Winterwood, Floyd Schneider; Staff Member Elizabeth Conlon.
ABSENT:
Commissioners Mike Portzen and Mary Lynn Neumeister.
CALL TO ORDER: The meeting was called to order at 7:03 p.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
that the meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Stein, seconded by Buol, to approve the minutes of March 17,2004
as submitted. Motion carried unanimously.
ACTION ITEM:
Petition for Landmark Status - 1339 Alta Vista Street: Commissioners reviewed the
application, staff report, and related materials from David Moessner and Jeanne
Stevenson-Moessner petitioning that the residential property they own at 1339 Alta Vista
Street be designated as a City (local) Landmark. The Commission noted that the property
is not listed on the National Register of Historic Places. There were no public comments.
Motion by Stein, seconded by Winterwood, to recommend to the Council that though the
request is consistent with the Cultural Arts goal and four of the objectives related to cultural
and historic resources listed in the Comprehensive Plan, the property does not measure up
to the historical landmark status level of the eight existing City Landmarks, and that the City
Council deny the City Landmark request. Motion carried unanimously.
LIAISON/SUBCOMMITTEE REPORTS:
Joint City/County Plannina Committee: No report.
Downtown Plannina Committee: Chairperson Rusk reported that the consensus of the
Downtown Planning Committee was that Ms. Anne Ricker modify the citizen guide as
recommended by the Committee, and then send it to staff to review. Ms. Ricker will also
provide a one-page format for inserts, the Downtown Master Plan on a CD, a CD label, and
a web page format for the citizen guide.
The Downtown Planning Committee determined that 2,500 pieces would be printed at an
approximate cost of $3,100. Consensus was that the revised citizen guide would be
mailed to the media and to the approximately 200 people on the contact list who received
the Downtown Dubuque Master Plan with notification that it was complete. The citizen
guide mailing will include a thank you letter to investors.

The final draft of the citizen guide will be submitted to the City Council with the Committee's
recommendations for the Council's review and approval.
Enterprise Zone Commission: No report.
Bee Branch Stormwater Committee: Commissioner Winterwood reported on the Bee
Branch Stormwater Committee meeting held on May 3, 2004.
The Bee Branch Stormwater Committee unanimously chose the refined Open Channel
Alternative alignment, which would include approximately 4,100 feet of open channel, 4
bridges, and road closures at lincoln Avenue, Garfield Avenue, Sycamore Street, and Elm
Street. Kniest Street would be converted to a one-way street with parking. A new one-way
roadway with parking would be constructed on the north side of the channel from lincoln
Avenue to Rhomberg Avenue to accommodate parking and access issues at Audubon
School. The Bee Branch Stormwater Committee will meet on June 24th with the Citizen
Advisory Commission to discuss the project.
Chairperson Rusk commended the Bee Branch Stormwater Committee for their hard work.
