MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION
MAY 4,2004

Andrea Bixler called the meeting to order at 4:00 p.m.

Mary Rose Corrigan completed the Certification of Compliance with the Iowa Open
Meetings Law.
APPROVAL OF MINUTES:
Sister Mary Clare O'Toole moved to approve the Minutes of the April 6, 2004
meeting. Wayne Klostermann seconded the motion. There was no discussion
and the motion passed unanimously.
TEST AGENDA:
Sister Mary Clare O'Toole moved to approve the agenda. Wayne Klostermann
seconded the motion. The agenda was approved unanimously.

OLD BUSINESS:
1. Bee Branch Stormwater Presentation.
Deron Muehring, Engineering Division, presented information on the Bee Branch
stormwater drainage process and Citizen Advisory Committee. A handout of the
presentation was provided and all the information regarding the Bee Branch is
available at www.cityofdubuque.org/index.cfm?pageid=883.

1. Preserve Our Bluffs Informational Presentation.
Marco Nadeau, Evelyn Nadeau's husband, began the presentation since Evelyn
was delayed. Marco provided a handout from the Iowa Conservationist and
gave a presentation on the condominium development and the bluffs area
around Eagle Point Park.
Andrea Bixler raised the question as to what the Commission's role was in this
issue, especially considering the current pending litigation, the zoning process
which the ESAC already participated in, and unknowns about the litigation.
Evelyn Nadeau stated that she is here as a concerned citizen, but she also
attends Preserve Our Bluffs organizational meetings. Evelyn is requesting a
letter to the City Council stating the Commission's opposition or opinion
regarding this matter. Joseph Suarez made the statement that if you want to
attract professionals and a diverse population to the community, you have to
have a variety of housing options. Joseph Suarez asked if the developers are
required to do an environmental assessment prior to approval? Mary Rose
Corrigan will research this issue with the Planning Services Department. Joseph
Suarez moved to defer the issue and put it on the next agenda. Wayne
Klostermann discussed things the developer has done to be in compliance with
environmental issues. John Nemmers noted that it might not be wise to send
any communication to the City Council regarding the Commission's opinion on
this due to its litigation.
Wayne Klostermann that the ESAC could give an opinion on any development or
building, etc. for Council and its impact on the environment as part of the
development review process.
Joe expressed that he wanted Mary Rose Corrigan to thank Deron Muehring on
behalf of the Commission for his very informative presentation.
CLARIFICATION OF TASKS:
Mary Rose Corrigan will gather information regarding the approval process for
the Eagle Point condominium development and the litigation information from
City Attorney Barry Lindahl.
