The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Mark Munson, Transit Manager, presented the application and spoke in favor of the
request. He noted that the Transit Division is proposing to install shelters, benches and
signs for a Downtown trolley route. He described the proposed design of the shelter,
bench and signs and noted that some of them will be located in the historic districts.
Staff Member Laura Carstens presented the staff report. She explained that the HPC
serves as an advisory design review body to the City Council for these types of public
improvements in the historic districts. She noted that the shelter, bench and sign had
been recommended by the Port of Dubuque Design Review Committee. She concluded
that City staff would like to implement a cohesive, uniform design for the shelter, bench
and sign for the Downtown trolley stops.
The HPC also encouraged the Transit Division to include route maps and schedules at
the trolley shelters and stops to enhance ridership.
There were no public comments.
The Historic Preservation Commission discussed the proposed bus shelters noting that
the roofs should be a metal hip roof similar to the proposed roof; however, with an
overhang. They concurred with the proposed grill work metal frame and the use of dark

green and dark blue for the color scheme. Mark Munson agreed that the overhang
would improve the appearance of the shelters and provide greater protection from the
weather.
Recommendation
By a vote of 6 to 0, the Historic Preservation Commission recommends that the City
Council approve the proposed bench and sign for trolley stops. They also recommend
the City Council approve the trolley shelter with the following design: 1) a pitched metal
hip roof with an overhang; 2) decorative grill work located on the lower and upper parts
of the metal frame; and 3) the colors to consist of dark green and dark blue.
A simply majority vote is needed for the City Council to approve the proposed design for
the shelter, bench and sign for the Downtown trolley route with the recommended
modifications.

Phvsical Characteristics: The enclosed map shows the approved route of the Downtown
and Port of Dubuque trolley shuttle, indicating where the route passes through several
historic districts, and where trolley stops will be located.
The route will operate in a loop on Bluff and Main Streets between 1st and 10th Streets,
and then circle the Port of Dubuque in front of the four main attractions: National
Mississippi River Museum and Aquarium, Diamond Jo Casino, Grand Harbor Resort
and Indoor Waterpark, and Grand River Center.
In addition to stopping at the attractions in the Port of Dubuque, the shuttle will board
passengers at trolley stops at the following Downtown locations:
. 5th and Main Streets in front of the Five Flags Holiday Inn
8th and Main Streets in front of the Security Building
. 7th and Bluff Streets across from Washington Park
5th and Bluff Streets on Bluff Street
. 3rd and Bluff Streets north of St. Raphael Cathedral
1 st and Main Streets on Main Street
. 3rd and Main Streets in front of the Julien Inn
Modifications/Additions: Shelters equipped with benches will be located at the following
two locations because there is sufficient space to accommodate this level of boarding
amenity:

. The stop at 5th and Main Streets in front of the Five Flags Holiday Inn is already a
bus loading area.
. There is already a KeyLine bus stop at 3rd and Bluff Streets north of St Raphael
Cathedral, which is in the Cathedral Historic Preservation District
Benches without shelters will be located at the stops at 8th and Main Streets and 1st and
Main Streets. The stop at 1 st and Main Streets is in the Old Main Historic Preservation
District.
A total of three parking meters will need to be removed to create trolley stops at 7th and
Bluff Streets, 5th and Bluff Streets and 1 st and Main Streets.
All trolley stops will be identified with the proposed trolley signs.
Staff Analvsis: Since this public works project passes through several historic districts,
one of the duties of the Historic Preservation Commission is to conduct an advisory
design review, and then provide a recommendation to the City Council.
The proposed shelters would be 5' X 10' in dimension, with a dark green aluminum
frame with decorative grill work, clear tempered glass, and a raised metal ridge gable
roof in dark green. A photograph of the proposed frame and grill work is enclosed.
A second image of the proposed clear tempered glass and raised metal ridge gable roof
is enclosed. This image also includes the proposed pedestal benches. The benches are
equipped with side handles that provide assistance to persons with physical challenges
to stand up when getting ready to board the bus or trolley.
A trolley stop logo would be displayed on each shelter that would match the logo on the
trolley stop signs located throughout the route. The proposed sign design is enclosed.
The Port of Dubuque Design Review Committee has recommended approval of the
proposed design of the shelter, bench and sign for trolley stops in the Port of Dubuque,
which is subject to the design standards of the Port of Dubuque Master Plan.
Concurrence by the Historic Preservation Commission with the Port of Dubuque Design
Review Committee's recommendation will enable City staff to implement a cohesive,
uniform design for shelters, benches, and signs for the Downtown and Port of Dubuque
trolley shuttle route.
Compliance with Guidelines: Shelters are not specifically addressed in the Streetscape
and Landscape Guidelines for the Historic Districts of the City of Dubuque, Iowa. Please
refer to the Sections on Amenities, Signs and Graphics, and Wayfinding Features of the
Streetscape and Landscape Guidelines for the Old Main and Cathedral Historic
Districts.
