The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attqched for your review.
Discussion
Commissioner Olson removed herself from the table to represent the Historic Bluff
Neighborhoód Association. She spoke in favor of the request. She noted that the
Historic Bluffs Neighborhood Association has been working with the Leisure Services
Department for proposed work in Avon Park. She noted that the project involved
purchasing three metal benches, two waste receptacles and repainting posts in Avon
Park. She noted the existing benches are made of wood and are currently rotting, the
poles have peeling paint, and the waste receptacles are easily vandalized. She
indicated that the proposed benches are powder coated and would weather a lot better
than the existing wood benches. She noted that the installation of the waste
receptacles will make vandalism more difficult, and the light posts will be revitalized by
painting them.
Staff Member Laura Carstens presented the staff report. She explained that the HPC is
an advisory design review body to the City Council for these types of public
improvements in the historic districts.

Commission discussed that the benches, waste receptacles and light poles should be
painted black.
Recommendation
By a vote of 5 to 0 with one abstention, the Historic Preservation Commission
recommends that the City Council approve the installation of benches, waste
receptacles and the repainting of the light poles, with the condition that they are painted
black.
A simply majority vote is needed for the City Council to approve the request.

The project will directly affect amenities in Avon Park, located within the Historic Bluffs Neighborhood. Avon Park serves the entire neighborhood and
visitors to our neighborhood, but mostly, it serves the families and children within about a 3 block radius of the Park: roughly Grove Terrace to Alta Vista,
& University to Laras Boulevard. It is a very small, neighborhood park that isn't ostentatious, but is a wonderful resource for this low-moderate income
neighborhood.
Project Description:
This project is a revitalization project for Avon Park, located at Avon and Dell Streets. Tucked away in the Historic Bluffs Neighborhood, this park is a
treasure for the children and families that live between Grove Terrace and Alta Vista, and University and Loras Boulevard. Working with Leisure Services,
HBNA determined the greatest need for this central neighborhood park is new park benches, stable and attractive trash receptacles, and repainting of the
light posts. . ,
This project will improve the park, making it a safer, more welcoming environment.
. New park benches: it makes it more parent fiiendly, encouraging greater supervision at the park. Broken slatted benches and peeling paint are
unwelcoming to visitors.
. Stable and prominent trash receptacles: shows keeping the park clean is a priority for the citizens.
. Upgraded lighting fixtures: sends the message that this park is safe, clean, welcoming, and well cared-for.

Physical Characteristics: Avon Park is a half-acre mini-park located along Dell Street.
The park has a basketball court, playground, benches, waste receptacles, lights,
limestone retaining walls and a sidewalk.
Staff Analysis: The applicant is seeking Historic Preservation Commission approval for
the installation of installation of waste receptacles and benches and to paint the existing
light poles. The Historic Preservation Commission has advisory review over public
works projects located in the Historic Districts. Because the Commission only has
advisory review, they should provide a recommendation to the City Council in regards to
the project. The Historic Bluff Neighborhood Association has already received approval
from Gil Spence, Director of the Leisure Services Department for the proposed project.
The Historic Bluffs Neighborhood Association is applying for a Neighborhood Grant to
finance the installation of waste receptacles and benches and painting of existing light
poles.
Benches
The applicants indicate in their application that the benches are extremely deteriorated
and need to be replaced. They are proposing to replace the benches with three 60"
long benches, made of coated, heavy gauged metal. The submitted photo indicates
that the benches will be similar to benches located along Main Street.
Waste Receptacles
The applicants indicate in their application that the existing waste receptacles are
inconsistent in materials, color and design and give the park a "hodge-podge"

Trash receptacles need replacement at Avon Parko CuITently,
inconsistency in materials, color and design gives the park a hodge-
podge appearance. Garbage cans are propped in a cupholder-like
fittingo The insecure design promotes illegal dumping (residents
dropping off bags of trash) and vandalism (turning over the can).
Two new 32 gallon receptacles that match new benches will be inviting
for visitors, giving the park a consistency in secure, quality designo
New receptacles have a protective grill over the top, deteITing illegal
dumping. As well, the secure design makes it difficult, if impossible, to overturn.

Project Description
LIGHTPOSTS
There are 6 light posts (pictured) that are in dire need of repainting.
Weathered, rusty, and unsightly, these posts need painting for
aesthetics and for surface protection. Together with the unsafe
benches and hodge-podge garbage cans, the park has a tired and
uninviting look. The project will provide for the lightposts'
rehabilitation by power wire brushing these
posts, priming them and painting them. Their
rehabilitation will significantly improve the
park's appearanceo
