. The James Co Howland Awards for Municipal Enrichment recognize and
highlight communities that, through effective policies and thoughtfW planning, have
preserved and/or enriched a high quality of life in cities, towns, and villages. In
2004, the National League of Cities and CH2M HILL will be celebrating their 15th
year as joint sponsors of the prestigious awards. Information and nomination forms

. NLC's City Showcase is an annual exhibition of successfW, creative programs from
cities and towns across the country. This year, the Showcase will be held in
Indianapolis at NLC's annual Congress of Cities, November 30 - December 4, 2004.
This is NLC's biggest conference of the year, attracting more than 4,000 of the

ProQram description: America's River
The America's River project is a riverfront redevelopment plan transforming 90 acres of underutilized,
industrial property in Dubuque into a campus capturing the historical, environmental, educational, and
recreational majesty of the Mississippi River. The America's River partnership arose when the city began
to consider developing riverfront property for public use, and joined forces with the local chamber of
commerce and historical society. As the America's River project grew in size and scope, Dubuque
County and a private developer joined the partnership. The $188-million America's River project includes
the National Mississippi River Museum & Aquarium, the Mississippi Riverwalk, amphitheater and River's
Edge Plaza, the Grand Harbor Resort & Waterpark, and the Grand River Center, a conference and
education facility. This program received Honorable Mention in the 2003 Economic Development Awards
in the Partnership category, population 50,000-200,000, presented by the International Economic
Development Council.
