SUBJECT: Parking Ramp Structural Analysis Contract
An RFP Review Committee reviewed responses to Requests for Proposal regarding
conducting a structural analysis of the Locust and Iowa Street parking ramps.
Economic Development Director Bill Baum recommends award of the contract to the
low bidder, Desmond Associates, in the amount of $18,300. Desmond Associates
offered a much more comprehensive evaluation process, substantially more testing of
the facilities, including additional types of tests to be done. Desmond Associates will
also develop a prioritized list of cost-effective repair options, including costs of probable
construction.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Subject:
Introduction
The purpose of this memo is to provide you with information regarding the selection of
an engineering firm to conduct a structural analysis of the Locust and Iowa Street
parking ramps.
Background
Included in the FY 04 budget, it was planned to conduct a structural appraisal of the
Iowa and Locust Street ramps. In January of this year a committee was established to
develop a request for proposal for distribution. The committee consisted of: Ken
TeKippe (Finance Department), Gus Psihoyos (Engineering), Rich Russell (Building
Services), John Klosterman (Operations and Maintenance), John Hail (Park
Department), Tim Horsfield (Parking Division) and me.
A request for proposal was developed and submitted to the City Council requesting
approval for distribution, which they did. The RFP was then distributed to firms with
extensive experience in engineering and evaluating parking structures. Companies that
responded to RFP included: Desmond Associates, Walker Parking Inc., and KPFF
Consulting Engineers.
Discussion
The committee met on Monday, May 17, 2004 to evaluate the responses. Of the three
responding, only Desmond Associates and Walker Parking were interested and KPFF
responded declining to submit a proposal for the project.

Of the two responding, the committee is recommending that city contract with Desmond
Associates of Chicago, Illinois. They are offering a much more comprehensive
evaluation process, substantially more testing of the facilities, which included additional
types of tests to be done. The company will also develop a prioritized list of cost-
effective repair options for various time periods, including costs of probable
construction. Construction documents are not a part of this phase.
Desmond Associates will use a local firm, IIW Engineers & Surveyors, P.C. as a
General Consultant. IIW has a good history and background conceming the ramps.
Finally in the evaluation, the committee considered the costs submitted by the two
qualified firms.

Walker Parking
The source of funds for this budgeted project is the Parking Construction Fund.
Recommendation and Action Requested
I recommend a contract be awarded by the City Council to Desmond Associates for
evaluation of the Locust and Iowa Street ramps through the approval of the attached
resolution.

RESOLUTION NO. 231-04
RESOLUTION APPROVING CONTRACT WITH DESMOND ASSOCIATES FOR A
STRUCTURAL ANALYSIS OF THE IOWA AND LOCUST STREET RAMPS
Whereas, the City of Dubuque has taken proposals from consultants for a
structural analysis of the Locust and Iowa Street Ramps; and
Whereas, a selection committee of City staff has reviewed the proposals and is
recommending the City contract with Desmond Associates; and
Whereas, the cost of the analysis is budgeted in the City's Capital Improvement
program in the Parking Construction Fund,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1.. That the proposal of Desmond Associates is hereby accepted and
approved.
Section 2. That the City Manager prepare and execute a contract with Desmond
Associates in the amount of $18,300 for a structural analysis of the Iowa and Locust
street parking ramps.
Passed, approved and adopted this 7th day of June, 2004.
