SUBJECT: Eagle Point Water Plant ADA Elevator Renovation Project
Sealed bids were received for the Eagle Point Water Plant ADA Elevator Renovation
Project. Water Department Manager Bob Green recommends award of the contract to
the low bidder, Klauer Construction, in the amount of $135,991, which is approximately
8.5% below the Engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Eagle Point Water Plant ADA Elevator Renovation Project
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council approve the
attached resolutions: Adopting Plans and Specifications and Awarding the Contract for
the Elevator Renovation Construction Project at the Eagle Point Water Plant located at
1902 Hawthorne Street, Dubuque, Iowa to Klauer Construction Company of Dubuque,
Iowa.
DISCUSSION
This project provides for the renovation of the elevator at the Eagle Point Water Plant,
1902 Hawthorne Street to comply with ADA Standards.
On Wednesday, May 26, 2004, five (5) proposals were received from contractors for
this project. Those results are as follows:

Low bid was submitted by Klauer Construction Company of Dubuque, Iowa in the
amount of $135,991.00. The monies needed for this project will come from our Capital
Improvement Project #340447. The Engineer's estimate for this project was
$148,350.00. The proposed bid amount is approximately 8.5% below the Engineer's
estimate. The total budget for this project is $160,000.00.
RECOMMENDATION
Water Department Staff, it's Consulting Architects Allen and Urbain and I are
recommending with your approval that the City Council accept and sign the two
attached resolutions authorizing you to sign an agreement with Klauer Construction
Company of Dubuque, Iowa in the amount of $135,991.00 for the renovation of the
Eagle Point Water Plant elevator at 1902 Hawthorne Street, Dubuque, Iowa to comply
with ADA Standards and the resolution adopting the Plans and Specifications for this
project.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 3rd day of May, 2004 Plans and Specifications, Form of
Contract and Estimated Cost were filed with the City Clerk of Dubuque, Iowa for the
renovation of the Eagle Point Water Plant elevator at 1902 Hawthorne Street, Dubuque,
Iowa.
WHEREAS, Notice of Hearing on Plans and Specifications, Form of Contract
and Estimated Cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA: .
Section 1. The said plans, specifications, form of contract and estimated cost
are hereby approved as the plans, specifications, form of contract and estimated cost
for said improvement for said project.

AWARD OF CONTRACT
Authorizing the City Manager to execute a contract with Klauer Construction
Company of Dubuque, Iowa for the elevator renovation at the Eagle Point Water Plant.
WHEREAS, the Eagle Point Water Plant ADA Elevator Renovation Project has
been budgeted and
WHEREAS, Klauer Construction Company of Dubuque, Iowa has submitted to
the City an agreement to conduct construction services of this improvement in the
amount of $135,991.
WHEREAS, Funds have been legally appropriated for this expenditure.
I NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Manager be authorized to execute the agreement for
construction services with Klauer Construction Company of Dubuque, Iowa dated May
26, 2004 for the renovation of the Eagle Point Water Plant elevator to comply' with ADA
Standards.

Water Department Manager Bob Green recommends initiation of the bidding process
for the Eagle Point Water Plant Elevator Replacement Project, and further recommends
that a public hearing be set for June 7, 2004. This project provides for the elevator to
be replaced at the Eagle Point Water Plant to be in compliance with the Americans With
Disabilities Act standards.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Elevator Replacement at the Eagle Point Water Plant located at 1902 Hawthorne Street.
This project provides for the elevator to be replaced at the Eagle Point Water Plant to be
in compliance with the Americans With Disabilities Act standards.
The monies budgeted for the construction services for this building project are from the
FY '04 Budget and is in the Engineers' estimated amount of $ 148,350 dollars. This
estimate is within the allocated monies budgeted for this project.

construction of the improvement herein provided to be published in a newspaper having
general circulation in the City of Dubuque, Iowa, which notice shall not be less than four
days nor more than twenty days prior to the receipt of said bids at 2:00 p.m. on
Wednesday, the 26th day of May, 2004. Bids shall be opened and read by the City Clerk

Disabilities Act Standards.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque Iowa will hold a public
hearing on the proposed plans and specifications, form of contract and estimate of the
cost for the Elevator Replacement at the Eagle Point Water Plant to comply with
American Disability Act Standards, with the provisions of Chapter 384, City Code of Iowa,
at 6:30 p.m. on the 7th day June, 2004 in the Public Library Auditorium, Dubuque, Iowa.
Said proposed plans, specifications, form of contract and estimate of cost are now on file
in the office of the City Clerk, at said hearing, any interested person may appear and file
objections thereto or to the cost of the improvements.

That on the ih day of June, 2004 a public hearing will be held at 6:30 p.m. in the
Public Library Auditorium at which time interested persons may appear and be heard for
or against proposed plans and specifications, form of contract and cost of said
improvement, and the City Clerk be and is hereby directed to cause a notice of time and
place of such hearing to be published in the newspaper having general circulation in the
City of Dubuque, Iowa, which notice shall be not less than four days nor more than
twenty days prior to the day fixed for its consideration. At the hearing, any interested
person may appear an file objections to the proposed plans, specifications, contract, or
estimated cost of the improvement.
