SUBJECT: Roosevelt Road Phase II Water Main Extension Project
Sealed bids were received for the Roosevelt Road Phase II Water Main Extension
Project. Water Department Manager Bob Green recommends award of the contract to
the low bidder, McClain Excavating, in the amount of $94,600, which is 18.10% under
the Engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Roosevelt Road Phase II Water Main Extension Project
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council approve the
attached resolutions adopting the plans and specifications and awarding the contract
for the water main extension project located along Roosevelt Road to the Eagle Valley
Subdivision.
DISCUSSION
This project provides for approximately 1,950 feet of 12 inch ductile water main with
accessories to be installed along Roosevelt Road. This project is a part of the City's
master plan in providing water service to all residents within the city limits.
On Wednesday, May 26, 2004, nine bid proposals were received from contractors for
this project. The bid results are as follows:

The Engineer's estimate for this project is $115,504.00. The low bid of $94,600.00 is
approximately 18.10% under the Engineer's estimate.
ACTION REQUESTED
I recommend that the City Council approve the attached resolutions adopting the plans
and specifications and awarding the contract to McClain Excavating of Peosta, Iowa in
the amount of $94,600.

RESOLUTION NO. 241-04
ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 3rd day of May, 2004, plans, specifications, form of contract and
estimated cost were filed with the City Clerk of Dubuque, Iowa for the installation of
approximately 1,950 feet of 12 inch ductile iron water main with accessories to be
installed along Roosevelt Road to the Eagle Valley Subdivision.
Whereas,notice of hearing on the plans, specifications, form of contract and
estimated cost was published as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as plans, specifications, form of contract and estimated cost for said
improvements for said project.

AWARDING CONTRACT TO McCLAIN EXCAVATING CO., INC. OF PEOSTA,
IOWA FOR THE CONSTRUCTION OF APPROXIMATELY 1,950 FEET OF 12 INCH
DUCTILE IRON WATER MAIN WITH ACCESSORIES ALONG ROOSEVELT ROAD
TO THE EAGLE VALLEY SUBDIVISION.
Whereas, the Roosevelt Road (Phase II) Water Main Extension Project has
been budgeted; and,
Whereas, McClain Excavating Co., Inc. of Peosta, Iowa has submitted to the City
an agreement to conduct construction services of this improvement in the amount of
$94,600.00; and
; Whereas, funds have been legally appropriated for this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the City Manager is authorized to execute the agreement for construction
services with McClain Excavating Co., Inc. of Peosta, Iowa for the construction of
approximately 1,950 feet of 12 inch ductile iron water pipe along Roosevelt Road to the
Eagle Valley Subdivision in the amount of $94,600.00.
