SUBJECT: Dubuque Police Remodeling Project - Bid Award
Sealed bids were received for the Dubuque Police Remodeling Project. Chief of Police
Kim Wadding recommends award of the contract to the low bidders, Stumpf
Construction, in the amount of $69,827 for Base Bid #1 and Alternate #1, and that the
contract for Base Bid #2 and Alternate #2 be awarded to All Systems in the amount of
$22,699.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Dubuque Police Remodeling Project - Bid Award

INTRODUCTION
The enclosed resolutions provides for the award of the Dubuque Police Remodeling
Project.
DISCUSSION
The Police Remodeling Project remodels the southeast corner of the Dubuque County
Law Enforcement Center 770 Iowa Street. Previously this area housed the Dubuque
Police Investigative Area. With the recently completed jail addition, the investigative
unit has moved to the new addition, The Police Remodeling Project allows needed
expansion for the patrol division. The Police Remodeling creates a new briefing room,
offices for Patrol Captains and Lieutenants, storage areas, and a new operations room
for day-to-day operations, Steve Ulstad Architects designed the remodeling and divided
the project into four components:
Base Bid 1:
This is for the remodeling of the old investigative area into the new Patrol
area.
This is for the outside awning to cover the new doorway that leads to the
south parking lot.
This is for the basic furnishings for the Operations Office and the new
Patrol Briefing Room.
This is for the furnishings for the new Patrol Captain and Lieutenant
Offices and for the furnishings for the new storeroom,

ADOPTING PLANS AND SPECIFICATIONS FOR THE DUBUQUE LAW
ENFORCEMENT CENTER REMODELING PROJECT
Whereas, on the 19th day of April 2004, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the Dubuque Law
Enforcement Center Remodeling Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost for the Project was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost for
said improvements for said Project.
Passed, adopted and approved this 7th day of June, 2004.

RESOLUTION NO. 244-04
AWARDING CONTRACTS FOR THE DUBUQUE LAW ENFORCEMENT
CENTER REMODELING PROJECT
Whereas, sealed proposals have been submitted for the Dubuque Law
Enforcement Center Remodeling Project pursuant to Resolution No. 169-04 and
notice to bidders was published in the Telegraph Herald in the City of Dubuque,
Iowa on the 23rd day of April 2004; and
Whereas, said sealed proposals were opened and read on the 20th day of
May, 2004; and
Whereas, the bid from Stumpf Construction of Dubuque, Iowa, in the
amount of $69,827 was the lowest bid for Base Bid #1 and Alternate #1 for the
construction remodeling for all labor and materials and performing the work as
provided for in the plans and specifications; and

Whereas, the bid from All Systems of Dubuque, Iowa, in the. amount of
$22,699 was the lowest bid for Base Bid #2 and Alternate #2 for the furnishings
and all labor and materials for performing the work as provided for in the plans
and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
1. The contract is hereby awarded to Stumpf Construction for Base Bid #1
and Alternate #1.
2. The contract is hereby awarded to All Systems of Dubuque, Iowa for
Base Bid #2 and Alternate #2.
3. The City Manager is hereby directed to execute the foregoing contracts
on behalf of the City of Dubuque for the complete performance of the work.
4.Upon the execution of the foregoing contracts and the approval of the
contractor's bond, the City Treasurer is authorized and directed to return the bid
deposits of the unsuccessful bidders.

Stumpf Construction of Dubuque, Iowa, submitted the low bid for Base Bid #1 ($53,273)
and Alternate #1 ($16,554) for a total of $69,827, All Systems of Dubuque, Iowa
submitted the low bid for Base Bid #2 ($8,731) and Alternate #2 ($13,968) for a total of
$22,699, The low bids are 25% under Steven Ulstad Architects original estimate,
Steven Ulstad Architects has reviewed the bids with the low bidders and each bid
appears to be in order and Steven Ulstad Architects recommends award of the
contracts to the low bidders,
RECOMMENDATION
I recommend that the contract be awarded for Base Bid #1 and Alternate #1 to Stumpf
Construction in the amount of $69,827 and the contract be awarded for Base Bid #2 and
Alternate #2 to All Systems in the amount of $22,699,

SUBJECT: Initiation of Bid Regarding the Police Department Remodeling
(CIP 010-789 & LEC Expansion 010-869)
Chief of Police Kim Wadding recommends initiation of the bidding process for the Police
Department Remodeling Project, and further recommends that a public hearing be set
for June 7, 2004.
The estimated cost of the project is $109,295, . Current dedicated monies for the
remodel includes $40,551 and $31,215 of carryover monies originally dedicated to the
new addition for a total of $71 ,766, a difference of $37,529, Due to the re-estimate
requiring additional funds, we reviewed our current and future capital improvement
projects and proposals. Currently our capital improvement projects include the
Integrated Software Project (Emergitech) and our proposed FY2005 Mobile Data
TerminalsProject. The Emergitech Project has a balance of$94, 112, some ofwhich
will be needed to complete the project and new estimates on the Mobile Data Terminal
Project indicate a savings of approximately $33,000,

approval.

INTRODUCTION:
The purpose of this memorandum is to authorize the public bidding process for the
remodel of the police department's former investigative area into a patrol seryices area,
BACKGROUND:
During November 2000, the voters of Dubuque County approved the expansion of the
Dubuque County Law Enforcement Center at our current location. Approved with the
expansion was the development of a new investigative and records area for use by both
the sheriff and city police, With its recent completion, the investigative and records units
have relocated to the new addition allowing the old investigative and records area to be
vacated permitting the remodeling to begin,
The remodeling of the old investigative and records area maximizes this areafor use by
the patrol division for shift briefings and expanded patrol uses, The remodeling
relocates the patrol superyisors to the old investigative area allowing the 911
Communications Superyisor to relocate to the old patrol superyisor location, The
relocation of the 911 Communications Superyisor allows for the expansion of the 911
Communication Dispatch Center to add an additional fourth dispatch console,
The remodeling coincides with the jail expansion where a new south entrance doorway
was added allowing direct access by patrol officers to the new patrol area without
having to enter from the main entrance on the west and east sides of the building, The
remodeling project includes a small canopy over this new south entrance,
DISCUSSION:
Originally the remodeling was budgeted for FY2003 with Portzen Construction
estimating the project at $40,529, With the investigative and records move complete,

our first remodeling step was the selection of Steven Ulstad Architects as the project
architect Steven Ulstad Architects responsibilities include the creation of the remodel
design, creation of the construction documents, receive and review the submitted
remodel bids and oversee the construction administration, Once Steven Ulstad
Architects was selected, design work was begun working through a number of design
meetings with the Police Department Senior Management Staff, From these design
meetings, a re-estimation of the project was completed with the re-estimate costs of
$109,295, The re-estimate includes:

To offset the funds needed for the projected re-estimate, we proposed the following:

To use remaining funds designated for the FY2005 Mobile Data Terminal
Project once all budgeted terminals are purchased and installed,
NOTE: Recently the Dubuque County Sheriff's Office, who is also upgrading their

of $5,500, We wOuld anticipate receiving the same or equal quote for our project.
This results in a projected savings o.f $33,000 ($154,000 - $121,000), By approving
the transfer of these savings, the remodel project secures $104,766, a significant
portion of the re-estimate costs.

To use remaining funds originally designated for the Emergitech Project
once all Emergitech project costs are completed,
NOTE: Once the remodel bids are prepared, distributed and received, the project
costs are confirmed and if additional funds were needed we would look to the
remaining Emergitech funds to offset any difference.
RECOMMENDATION:
Based upon the above funding formula, I recommend the City Council adoption of the
three attached resolutions: Preliminary Approval of Plans and Specifications, Fixing
Dateof Hearing on Plans and Specifications, and Notice of Hearing on Plans and
Specifications for the remodeling of certain areas of the City of Dubuque Police
Department at the Dubuque Law Enforcement Center.
