CITY OF DUBUQUE, IOWA
MEMORANDUM
May 28, 2004
TO:
FROM:
Michael Van Milligen, City Manager
Mary Rose COrrigan~&h Specialist
SUBJECT: Dubuque Humane Society Purchase of Services Agreement
INTRODUCTION
This memorandum provides information and a recommendation regarding a new purchase of
services agreement between the City of Dubuque and the Dubuque Humane Society.
BACKGROUND
The original purchase of services agreement for $31 ,248 was not agreeable to the Dubuque
Humane Society. Although much research was done regarding alternative impoundment
services, negotiations were revisited with the Dubuque Humane Society and an agreement was
reached.
DISCUSSION
The new Purchase of Services Agreement provides for the same services in past agreements
with the addition of monthly reporting forms to be completed by the Dubuque Humane Society.
These forms will allow the City to compile more accurate data on the number of animals
brought in from the City of Dubuque Animal Control, the Police Department, and citizen finders.
This five-year agreement provides for annual increases beginning at $46,400 continuing to
$112,400 for FY 08-09.
RECOMMENDATION
I recommend that the City Council approve the Purchase of Services Agreement between the
City of Dubuque and the Dubuque Humane Society.
COUNCIL ACTION
Authorize the Mayor to sign the attached Purchase of Services Agreement between the City of
Dubuque and the Dubuque Humane Society on behalf of the City of Dubuque.
MRC/cj
