SUBJECT: Collective Bargaining Agreement between the City of Dubuque and

We have reached a one year agreement with the Amalgamated Transit
Union, Local #329 which provides for a 3.47% across the board base wage
increase effective July 1, 2004. The wage increase is consistent with the wage
increases to be received by the Dubuque Police Protective Association, the

Unit Employees effective July 1, 2004. The wage increase is also consistent with
the City Council's wage guideline for the fiscal year beginning July 1, 2004. We
have also agreed to provide paid Funeral Leave for Part-time Bus Operators and
to incorporate in the agreement the long standing practice of providing payment
to Part-time Bus Operators while on jury duty.
I recommend that the agreement be approved. In order to implement the
recommendation, I request that the attached resolution be adopted.
