Transit Union Bargain Agreement D~~~ ~<k~ MEMORANDUM June 14,2004 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Collective Bargaining Agreement between the City of Dubuque and the Amalgamated Transit Union, Local #329 Personnel Manager Randy Peck recommends City Council approval of the Collective Bargaining Agreement between the City of Dubuque and the Amalgamated Transit Union, Local #329, which provides for a 3.47% across the board base wage increase. This is a one year agreement effective July 1, 2004. This is consistent with the other collective bargaining agreements and with the City Council's wage guideline for the fiscal year beginning July 1, 2004. The agreement also provides for paid funeral leave for Part-Time Bus Operators and provides payment to Part-Time Bus Operators while on jury duty. Van Milligen City Manager FROM: Randy Peck Personnel Manager (j<g SUBJECT: Collective Bargaining Agreement between the City of Dubuque and the Amalgamated Transit Union, Local #329 We have reached a one year agreement with the Amalgamated Transit Union, Local #329 which provides for a 3.47% across the board base wage increase effective July 1, 2004. The wage increase is consistent with the wage increases to be received by the Dubuque Police Protective Association, the Dubuque Professional Firefighters Association, Local #353 and Non-bargaining Unit Employees effective July 1, 2004. The wage increase is also consistent with the City Council's wage guideline for the fiscal year beginning July 1, 2004. We have also agreed to provide paid Funeral Leave for Part-time Bus Operators and to incorporate in the agreement the long standing practice of providing payment to Part-time Bus Operators while on jury duty. I recommend that the agreement be approved. In order to implement the recommendation, I request that the attached resolution be adopted. RP:bf Enclosure ~ Prepared by: Personnel Department: Address: City Hall. 50 W.13th Street: Telephone: 563-589-4125 RESOLUTION NO. 249-04 APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND THE AMALGAMATED TRANSIT UNION, LOCAL #329 AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT Whereas, the Sixty-Fifth General Assembly adopted the Public Employment Relations Act, Chapter 20, Code of Iowa; and Whereas, the City of Dubuque is public employer within the meaning of Section 3 (1) of the Public Employment Relations Act; and Whereas, the Amalgamated Transit Union, Local #329 is an employee organization within the meaning of Section 3 (4) of the Public Employment Relations Act; and Whereas, the Amalgamated Transit Union, Local #329 submitted a request to bargain collectively on behalf of the employees within its representation; and Whereas, bargaining between the parties has occurred and an agreement has been concluded. NOW, THEREFORE, BE IT RESOLVED BY UŒ CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the terms of the agreement be approved and the Mayor authorized and directed to sign the collective bargaining agreement. Passed, approved and adopted this 21st day of June, 2004. Terrance M.
