Proof of Publication_City Council Proceedings 3 3 11CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION The Dubuque City Council met in special session at 5:00 p.m. on March 3, 2011 in the Historic Federal Build- ing. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, City Manager Michael Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of con- ducting a closed ses- sion regarding pending litigation. Motion by Braig to go into closed session at 5:07 p.m. regarding pending litigation pur- suant to Chapter 21.5(1)(c) Code of Io- wa. Seconded by Jones. Motion carried 6 -0. Upon motion the City Council reconvened in open session stating that staff had been giv- en proper direction. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discus- sing various City de- partmental budgets. Departmental Budget Review Fiscal Year 2012 De- partmental Budgets were presented by staff from the follow- ing departments /divi- sions: Purchase of Services Agencies, Planning Services De- partment, Economic Development Depart- ment, Parking Division, and the Transit Divi- sion. City Council had discussion with staff following each presen- tation. Purchase of Services: Fiscal Year 2012 budg- et requests were pre- sented by the following representatives of the respective agency: Keith Rahe, America's River Corporation; Clara Jones, Helping Services of Northeast Iowa; Marilyn Althoff, Hills & Dales Senior Center; Michelle Brown, Opening Doors; Tom Stoval, Operation: New View Community Action Agency. Mr. Stovall requested a let- ter of support to legis- lators for continued funding of the Com- munity Services Block Grant Program; Nancy Lewis, Project Con- cern's Child Care Re- ferral, Foster Grand- parent, and Informa- tion and Referral pro- grams; Judy Giesen and Norma Denlinger, Proudly Accessible Du- buque; Amy Schauer, RSVP; Diane Thomas, Substance Abuse Serv- ices Center; and the Washington Tool Li- brary. Braig read infor- mation into the Record related to other Pur- chase of Services pro- vided for within other departmental budget significant line items. Planning Services De- partment: Planning Services Manager Laura Carstens pre- sented the Fiscal Year 2012 budget for this department. Economic Develop- ment Department: Eco- nomic Development Di- rector Dave Heiar and Assistant Economic De- velopment Director Aaron DeJong present- ed the Fiscal Year 2012 Budget for this depart- ment. Connors ques- tioned improvement package #1 requesting an additional staff per- son. Parking Division: Parking System Super- visor Tim Horsfield pre- sented the Fiscal Year 2012 budget for this di- vision. Responding to questions from City Council, Horsfield ex- plained the return of investment on the parking ramp lighting replacement schedule and will consider post- ing signage indicating that cameras are in use within the ramps. Transit Division: Transit Manager Bar- bara Morck introduced staff and Transit Advi- sory Board members and presented the Fis- cal Year 2012 budget for this division. Lynch questioned improve- ment package #2 relat- ed to the NICC Peosta/Kennedy Mall route. Economic Devel- opment Director Dave Heiar explained the grant funding history between RTA, NICC, and the City. Braig questioned the amount of funding NICC has provided toward and ridership for this route and expressed concern over the number of part-time employees. Item to be set for Public Hearing Acquisition of proper- ty for the Southwest Arterial: City Manager recommending that a public hearing be set for April 4, 2011, on the acquisition of property for the Southwest Arte- rial project. Motion by Jones to receive and file the documents and adopt Resolution No. 67 -11 Setting a public hearing on the intent to acquire or condemn if necessary property for the Southwest Arterial Project setting a public hearing for a meeting to commence at 6:30 p.m. on April 4, 2011 in the Historic Federal Building.
