Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, City Manager Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of con- ducting a public hear- ing on the Fiscal Year 2012 budget and capi- tal improvement pro- gram and to act upon such business that may properly come before the City Council. FISCAL YEAR 2012 BUDGET RECOMMENDATION Proofs of Publication on Notice of Public Hearing on Budget Es- timate for Fiscal Year 2012 and Notice of Pub- lic Hearing on Five Year Capital Improve- ment Program begin- ning July 1, 2011 through the fiscal year ending June 30, 2016 Communication from the Long Range Plan- ning Advisory Commis- sion finding that the Fiscal Year 2012 - 2016 Capital Improvement Program is consistent with the 2008 Dubuque Comprehensive Plan. Motion by Connors to receive and file the documents. Seconded by Jones. Motion car- ried 6 -0. PUBLIC HEARING Upon motion the rules were suspended allow- ing anyone present to address the City Coun- cil on the City's individ- ual departmental budgets. Motion car- ried 6 -0. There being no public input, upon motion the rules were reinstated limiting discussion to the City Council Motion by Jones to re- water rates for fire sprinkler service; Ordi- nance No. 24 -11 Amending the City of Dubuque Code of Ordi- nances Sections 13 -2C- 3(13) and 13- 2C- 3(C)(7) Establishing basic sew- er rates for residential and commercial users by increasing the rates; and Ordinance No. 25 -11 Amending the City of Dubuque Code of Ordinances Section 13- 4 -5(D) SFU Rate; Charges; Utility Revenues. Seconded by Braig. Motion car- ried 6 -0. ACTION ITEM Letter of Support - High-Speed Intercity Passenger Rail: City Manager recommend- ing approval for sub- mission of a letter of support to Nancy J. Ri- chardson, Director - Io- wa Department of Transportation for high -speed intercity passenger rail service. Motion by Connors to receive and file the documents and ap- prove the letter of sup- port and the commit- ment of a subsidy of $137,500 for Amtrak operating funds. Seconded by Resnick. Envision 2010 Ride the Rail Spokesperson Sue Hafkemeyer provided a slide presentation and update on the project. Assistant City Manager Teri Goodmann provid- ed funding issues and sources. ECIA Trans- portation Director Chandra Ravada de- scribed project goals and the immediate and future needs for multimodality trans- portation. Motion car- ried 6 -0. City Manager Van Milligen informed City Council that Iowa Workforce Develop- ment released informa- tion stating that Dubu- que was recently listed as No. 1 for job growth among Iowa's nine largest cities.
