Van Milligen, City Manager Deron Muehring, Civil Engineer II ~ TO: SUBJECT: Project Acceptance: Flood Hazard Mitigation Demolition Project - Phase II INTRODUCTION The attached resolutions provide for the acceptance of the construction contract for the Flood Hazard Mitigation Demolition Project - Phase II. BACKGROUND In December of 2002, the City Council approved $46,000 of storm sewer construction funds to be used as the required 15% local match and authorized the purchase of the three substantially damaged properties at 1620 Old Mill Road, 1695 Old Mill Road, and 1699 Old Mill Road. On March 10,2003, the Iowa Emergency Management Division (I EM D) notified the City that the Federal Emergency Management Agency (FEMA) approved $201,596 in federal funding for the City's project application. The budget was established based on the cost to purchase and demolish the three substantially damaged residential properties: 1695 Old Mill Road, 1699 Old Mill Road, and 1620 Old Mill Road. Initially, the purchase and demolition of the substantially damaged commercial property at 1650 Old Mill Road was not specifically funded. Staff received notice in October from IEMD indicating that the City's amendment request to increase the project scope to include the acquisition of 1650 Old Mill Road was eligible for funding under the Hazard Mitigation Grant Program. The City purchased 1650 Old Mill Road, closing on February 17th, 2004. The Flood Hazard Mitigation Demolition Project - Phase I, completed in October of 2003, consisted of the demolition ofthe residential property at 1620 Old Mill Road. Phase II involves the demolition of 1650, 1695, and 1699 Old Mill Road. DISCUSSION Top Grade Excavating, Inc. of Dubuque, Iowa, has completed the project with a final contract amount of $18,826.65. With the completion of Phase II, the property acquisition and demolition funded by FEMA, project FEMA-1420-DR-IA, is complete. RECOMMENDATION I recommend that the City Council adopt the attached resolutions accepting the improvements and establishing a final contract amount of $18,826.65. BUDGET IMPACT A summary of the project budget is as follows: Construction Contract Contingency Engineering Estimate $20,554.00 2,055.00 3.391.00 $26,000.00 Bid $ 18,384.00 3.391.00 Final $18,826.65 3.476.61 Total Project Cost $ 21,775.00 $22,303.26 The project will be funded from a Fiscal Year 2004 budget amendment (Amendment #3) allocation in the amount of $35,402 (CIP#320A22). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor from the FY 2004 budget amendment (Amendment #3) in amounts equal to the amount of his contract, less any retained percentage provided for therein. Schneider, CMC, City Clerk RESOLUTION NO. 254-04 FINAL ESTIMATE Whereas, the contract for the Flood Hazard Mitigation Demolition Project - Phase II has been completed and the City Engineer has submitted his final estimate showing the cost thereof including the cost of estimates, notices and inspection and all miscellaneous costs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $18,826.65 and the said amount shall be paid from the Fiscal Year 2004 budget amendment (Amendment #3) Funds of the City of Dubuque, Iowa.
