SUBJECT: Selection of Engineering Consultant for Dubuque Industrial Center West-
3rd Addition (Bergfeld Farm and Chavenelle Road Connection)
Economic Development Director Bill Baum recommends selection of IIW Engineers and
Surveyors for consultant services for the Dubuque Industrial Center West expansion
project. A contract will be negotiated to ascertain not-to-exceed figures for different
project components.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT:
BACKGROUND
The design and engineering of the Dubuque Industrial Center West - 3rd Addition is
included in the FY05 budget ($520,000). A RISE application must be submitted by
September 1, 2004. On May 3, 2004 the City Council approved a Request for Proposals
for the design and engineering work for the project.
A response to the RFP has been received from 7 consultants:
IIW Engineers - Dubuque
H.R Green - Cedar Rapids
MSA - Dubuque
Raymond Associates - Davenport
Snyder and Associates - Cedar Rapids
Veenstra and Kimm - West Des Moines (using Buesing and Associates from Dubuque as sub.)
WHKS - Dubuque
DISCUSSION
On June 8, 2004, the review committee interviewed four firms:
IIW Engineers and Surveyors
Veenstra and Kimm
WHKS
MSA Professional Services
RECOMMENDATION
The RFP Committee is recommending the City contract with IIW Engineers and
Surveyors for the design and engineering of the Dubuque Industrial Center West - 3rd
Addition. The Committee is making the recommendation for the following reasons:
. IIW has extensive experience in the design of industrial parks in Eastern Iowa
and in the City of Dubuque.
. The staff proposed to work on this project has been involved in the design of
Dubuque Industrial Center and Dubuque Industrial Center West.
. The company has a good understanding of the project requirements, and
understands the importance of phasing the project to meet our schedule for the
project.
. The proposed cost to complete the project is reasonable. Because the scope of
services is negotiable depending upon city engineering staff involvement in the
project inspection side, it was difficult for the committee to compare proposed
costs. lIW's "Design and Bidding" fee is $149,000, which does not include
construction observation or other services during construction. These services
will be provided at an hourly rate. IIW's proposed price also does not include
design of a rail spur, Phase I environmental, or historicaVarcheological
investigation.
The other three-interviewed consultant's fees ranged from $279,000 to $350,000:
WHKS: $279,000 for design, historical/archeological, soil borings, landscape and
architect fees, but not construction observation services.
Veenstra and Kimm: $398,400 for everything except construction staking,
estimated to be $40,000, "style drawings" for $3,600, and historical/archeological
investigations.
MSA: $315,000 to $350,000 for preliminary and final design.
$160,000 to $175,000 for construction related services.
Ranges depend on city involvement of geotech, materials testing, and construction
observation.
ACTION REQUESTED
I recommend approval of the selection of IIW Engineers and Surveyors for the design
and engineering of the Dubuque Industrial Center West - 3rd Addition and the adoption
of the attached resolution by the City Council.

RESOLUTION NO. 256-04
RESOLUTION AUTHORIZING CONTRACT WITH IIW ENGINEERS &
SURVEYORS, P.C. FOR THE DESIGN AND ENGINEERING OF DUBUQUE
INDUSTRIAL CENTER WEST - 3rd ADDITION
Whereas, the City Council has made the extension of Chavenelle Road between
Dubuque Industrial Center and Dubuque Industrial Center West, and the development
of the next phase of the Dubuque Industrial Center West a high priority, and
Whereas, the City Council approved a Request for Proposals for the design and
engineering of Dubuque Industrial Center West - 3rd Addition at the May 3, 2004 City
Council meeting, and
Whereas, the Request for Proposals has been issued, responses have been
received and reviewed, and interviews have been conducted by an RFP review
committee of City and Greater Dubuque Development Corporation staff, and
Whereas, the RFP review committee is recommending the City enter into a
contract with IIW Engineers and Surveyors for the design and engineering, and
Whereas, the City has budgeted for the design and engineering work in the FY
05 Capital Improvement Program,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. IIW Engineers & Surveyors, P.C. is hereby selected to provide design
and engineering services for Dubuque Industrial Center West - 3rd Addition.

Section 2. The City Manager is hereby authorized to negotiate a contract and
detailed scope of services with IIW Engineers & Surveyors, P.C. for the proposed
design and engineering work.
