Sealed bids were received for the Fire Hydrant Painting Project. Water Department
Manager Bob Green recommends award of the contract to the low bidder, Ted Stackis
Construction, in the amount of $59,800, which is 33.6% below the engineer's estimate
of $90,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to recommend awarding Ted Stackis Construction
of Dubuque, Iowa the Fire Hydrant Painting Program Contract for priming and
repainting approximately 700 public fire hydrants in the amount of $59,800.00
(Fund balance $90,000.00)
BACKGROUND
The City has approximately 2,800 Fire Hydrants in the Distribution System that have
deteriorated in appearance over the past years due to weather conditions and from salt
used on the streets in the winter months. This program provides funding for the power
washing, priming, repainting and required signage to properly maintain the appearance of
the City's existing Fire Hydrants.
BID RESULTS:
Eight bids were received on March 24, 2011 for this project. Ted Stackis Construction of
Dubuque, Iowa submitted the low bid (base bid) in the amount of $59,800.00. This
amount is $30,200.00 or 33.6% below the engineer's estimate of $90,000.00. A

This project Phase I of IV would be part of our current ongoing Capital Improvement
Project. Fire Hydrant Painting Project fund code 740 -2201. The funds required to
support this project are available. (Current fund balance amount $90,000.00)
BUDGET IMPACT:
The estimate of probable cost for Phase I of the Fire Hydrant Painting Program is as
follows:

ACTION:
The city's consultant firm, IIW Engineering of Dubuque, staff and I are recommending
that the City Council adopt the attached Resolution awarding the Fire Hydrant Painting
Project Phase I to the low responsible bidder, Ted Stackis Construction of Dubuque,
Iowa in the amount of $59,800.00.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR PHASE I OF THE FIRE
HYDRANT PAINTING PROJECT CIP 740 -2201
Whereas, sealed proposals have been submitted by contractors for the Fire
Hydrant Painting Project (the Project) pursuant to Resolution No. 58 -11 and Notice to
Bidders published in a newspaper published in the City of Dubuque, Iowa on the 25
day of February, 2011.
Whereas, said sealed proposals were opened and read on the 24 of March,
2011 and it has been determined that Ted Stackis Construction of Dubuque, Iowa with a
bid amount of $59,800.00, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Ted
Stackis Construction, and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.

Dear Mike:
In accordance with the City of Dubuque Water Department instructions, bids for the Fire Hydrant
Repainting Project 2011 were opened and read at 10:00 a.m. on March 24, 2011. Eight (8) bids
were received for this project. A tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Ted Stackis Construction,
206 Saunders, Dubuque, Iowa, in the amount of $59,800.00. However, the bid bond submitted by
Ted Stackis Construction was not on the City form. Therefore, the bid bond was submitted to the
City Attorney for review. The City Attorney has indicated he will allow the bid bond submitted by
Stackis.
Ted Stackis Construction is a local general and lead abatement contractor. He has indicated some
experience painting iron and steel with urethane but not fire hydrants. Ted Stackis Construction has
previous satisfactory experience on City of Dubuque projects. It appears that Ted Stackis has the
workforce and equipment and the desire to properly complete this contract. We recommend award
of the Fire Hydrant Repainting Project 2011 to Ted Stackis Construction in the amount of
$59,800.00.
The Engineer's estimate for this project was $90,000.00. The low bid of $59,800.00 is $30,200.00
or 33.6% below the Engineer's estimate.
