We are concerned with some rumors that have again resurfaced regarding Hartig's proposed expansion of this location to include a drive -thru off of the adjoining alley next to Hartig Drug. Traffic, safety, noise, snow removal are but a few of our many concerns. We understand Hartigs may be planning to try to present this issue to City Council, without the neighboring property owners receiving notice or having an opportunity to be heard. Obviously, this would be disturbing to us if we were not given an opportunity to have a voice before the counsel and let them know the impact of this proposed expansion. If or when this matter comes before your office and/or the counsel, we request notice and an opportunity to be heard on this issue as it adversely affects our property rights. For your convenience, we enclose copies of some prior correspondence with the City when this issue was addressed a few years ago. This will hopefully give you an idea of the history of this issue and will also help to clarify some of our concerns without reiterating them. Any change to the alley will have an adverse impact on our businesses. Currently two -way traffic in this alley provides convenient, constant ingress and egress to the local businesses. The two -way traffic flow benefits all businesses, their customers and employees, including Hartig Drug. Customers have a choice of direction to drive when there is activity and deliveries to the businesses. All Bluff Street residents whose parking spots are accessed from the alley have a choice of travel direction and need not wait for other vehicles to move on. All delivery vehicles, freight and supply trucks of varying sizes, pertinent to each business, has better in flowing and out flowing traffic without jeopardizing the movement of another business or resident. Many cars from 4IStreet turn up the alley (North) to access all the neighborhood businesses. In the early 1990's when 1 Street became one -way and all the parking was removed city officials stated to Pfohl's Inc. that their business parking was now located in the alley by Pfohl's Inc. Since then, members of City Council and Planning and Zoning have told us that our parking remains in the alley by our business. We remain firmly opposed to any alley changes and Dick Hartig stated that he "Will Not Compromise." We have attached a plan that would allow Hartig Drug to have a drive thru and would not change the alley in anyway. This diagram shows that most of Hartig's current parking spaces will be preserved and provide quick and easy access to the proposed drive thru and will quickly carry his customers back to the major streets.
