The mission of the Water Pollution Control Plant will be expanded upon completion of
major renovations now taking place. In addition to the cleaning of wastewater so that it
may be safely returned to the environment, the renovated plant will also be extracting
energy and nutrients from the wastewater for beneficial reuse. In light of this, it became
apparent that a name for the facility that more accurate reflects these activities be
chosen for use upon the completion of construction.
Water Pollution Control Plant Manager Jonathan Brown recommends City Council
approval to name the reconstructed plant the Water & Resource Recovery Center. The
name embodies the concept of viewing the water not as a waste to be disposed of, but
rather a resource from which value can be extracted or recovered.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to transmit for your consideration a name for the
reconstructed Water Pollution Control Pant (WPCP).
BACKGROUND
The mission of the Water Pollution Control Plant will be expanded upon
completion of major renovations now taking place. In addition to the cleaning of
wastewater so that it may be safely returned to the environment the renovated
plant will also be extracting energy and nutrients from the wastewater for
beneficial reuse. In light of this it became apparent that a name for the facility that
more accurately reflects these activities be chosen for use upon the completion
of construction.
DISCUSSION
A team consisting of Assistant City Manager Cindy Steinhauser, Public
Information Officer Randy Gehl, Sustainability Coordinator Cori Burbach,
Resource Manager Paul Scultz, Project Manager Steve Brown and Water
Pollution Control Department Manager Jonathan Brown were given the task of
developing ideas for a name for the facility. Several ideas were presented
centered around key words that represented the goals of the updated facility.
Among these were Water, Environment, Resources, Recovery, Facility, Plant,
Center, and Nutrient. The name selected by the team is "Water & Resource
Recovery Center ". The name embodies the concept of viewing the water not as a
waste to be disposed of but rather a resource from which value can be extracted
or recovered. These values are energy in the form of bio -gas to operate the
plant, soil and /or compost amendments which return nutrients to the environment
and of course our primary mission of cleaning the water to safely return it to the
environment. The name selected by the team encompasses all of these and
future activities.

presented to the City Council for their consideration and adoption.
