INTRODUCTION
The submitted final plat of Lots 34 thru 116. Inclusive. of Cedar Crest Subdivision lies
north of U.S. Highway 20 and east of Cottingham Road. The submitted final plat is
within two miles of the City of Dubuque, and is being jointly reviewed between the City
and County of Dubuque.
DISCUSSION
The submitted final plat of Cedar Crest Subdivision provides for 82 new single-family
building lots. To serve the new lots, five new private streets built to City of Dubuque
Private Street Standards will be constructed by the developer. The final plat provides
for two new accesses onto Cottingham Road, which will provide a total of three
accesses for the subdivision.
The lots will be served by a community well and individual septic systems. There will be
a homeowners association that will provide for the continuous long-term maintenance
of common areas within the subdivision. The City's Engineering Division has reviewed
the proposed subdivision for compliance with the City's storm water control
requirements.
RECOMMENDATION
The submitted final plat of Lots 34 thru 116, Inclusive, of Cedar Crest Subdivision is in
substantial compliance with the City of Dubuque Subdivision Regulations. subject to
waiving Article IV, Design and Improvement Standards, except for Section 42-19.

Conformance with Comprehensive Plan: This subdivision implements the
Comprehensive Plan Land Use Element Goal of 1.2.
Impact of Request on:
Utilities: The subject county subdivision will be served by a central well and 6-inch water
mains. Individual septic systems will be provided for each lot.

Traffic Patterns: U.S. Highway 20 is a major state arterial and carries approximately
15.300 average vehicle trips per day. Cottingham Road is a County-maintained road
and carries approximately 220 average vehicle trips per day.
Public Services: Public services such as police and fire protection will be provided by
Dubuque County Sheriff and volunteer fire departments.
Environment: Staff does not anticipate any adverse impact to the environment provided
adequate erosion control is provided during all phases of development, and that
adequate storm water detention is provided.
Adjacent Properties: Any adjacent properties will most likely be impacted by additional
vehicle trips on Cottingham Road.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat of Cedar Crest Subdivision represents the second
phase of this development. The Zoning Advisory Commission reviewed the preliminary plat
for the first phase of Cedar Crest Subdivision in December 2003. The property developer,
Daniel Conrad. is now proposing a second phase to the subdivision that will provide 82 lots
with additional private streets constructed to City of Dubuque Private Street Standards of 26-
foot wide paving. The private streets will be located within a 66-foot private right-of-way.
The subject property is within two miles of the city of Dubuque and is jointly reviewed by the
City and County.
The proposed subdivision will provide two accesses to Cottingham Road that will provide a
second means of access to the subdivision. The current phase of Cedar Crest Subdivision
has access to a frontage road that connects to U.S. Highway 20.
The Zoning Advisory Commission reviewed the previous preliminary plat for Cedar Crest
Subdivision and required that storm water detention be provided as the subdivision does
drain toward the City of Dubuque. The second phase of Cedar Crest Subdivision also
complies with the City's storm water control policies.
The proposed subdivision will be served by a central well and utilize 6-inch water mains to
distribute water throughout the subdivision. Individual septic systems will be constructed for
each building lot.
The submitted final plat of Cedar Crest Subdivision is in substantial compliance with City of
Dubuque Subdivision Regulations and staff would recommend that the Zoning Advisory
Commission approve the preliminary plat as submitted.

RESOLUTION APPROVING THE FINAL PLAT OF LOTS 34 THRU 116,
INCLUSIVE, OF CEDAR CREST SUBDIVISION IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a final plat of Lots 34 thru 116,
inclusive, of Cedar Crest Subdivision; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon, with the waiver of Article IV,
Design and Improvement Standards of the Subdivision Regulations, except for Section
42-19, Blocks and Lots; and
Whereas, said final plat has been examined by the City Council and they find
thatit conforms to the statutes and ordinances relating thereto,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF.DUBUQUE, IOWA:
Section 1, That the City Council hereby waives Article IV, Design and
Improvement Standards ofthe Subdivision Regulations, except Section 42-19, Blocks
and Lots,
Section 2, That the final plat of Cedar Crest Subdivision is hereby approved
and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said final plat, provided the owners of said
property herein named, execute their written acceptance hereto attached agreeing:
a)
To construct street improvements and storm sewers in accordance with
improvement plans approved by the County Engineer.
b)
To maintain the street improvements and storm sewers constructed as
part of Cedar Crest Subdivision, until such time as a homeowners
association is formed and is responsible for maintenance of the same,
Section 3. That in the event Daniel Conrad fails to execute the acceptance
within 180 days after the date of this Resolution, the provisions hereof shall be null and
void and the approval of the plat shall not be effective,
