SUBJECT: Proposed Standard for Sidewalk Paving Pattern
City Engineering and Planning Services staff, working with the City Manager's Office
and Leisure Services Department, have proposed a standard for the sidewalk paving
pattern to guide future sidewalk improvement projects in the Downtown.
The proposed sidewalk paving pattern is for the Downtown area generally bounded by
Bluff Street to Main Street and 14th Street to the Locust Street Connector, with an
extension along 5th Street to the Port of Dubuque entry.
The three recommended patterns for sidewalk paving are: Main Street, Side Street, and
Flat Iron Park.
The Main Street Pattern is found on Main Street from 9th Street to 5th Street. The
pattern is a 11-foot wide buff-colored concrete sidewalk with small charcoal pavers and
"bump-outs" of quarry red concrete stamped in a herringbone pattern that
accommodate street trees and create "no parking" zones.
The Side Street Pattern is found along the City parking lot on 3rd Street in the Old Main
district. This pattern is a 5-foot wide standard gray-colored concrete sidewalk with small
charcoal pavers and quarry red concrete stamped in a herringbone pattern.
The Flat Iron Park Pattern is a 5-foot wide buff-colored concrete sidewalk with small
charcoal pavers and brick red concrete stamped with a herringbone pattern.
With City Council approval of an overall standard for sidewalk paving in the Downtown,
City staff will be able to implement a cohesive, uniform paving pattern for these
sidewalks.
City staff recommends that the City Council adopt the following standard for the sidewalk

paving pattern in the Downtown:
1. The existing pattern on 8th Street is not recommended for replication due to
maintenance issues with the concrete pavers.
2. The Main Street Pattern would be used only on Main Street, from 14th Street to
the Locust Street Connector.

standard grey concrete on the side streets to match the Side Street Pattern.
Since the proposed sidewalk paving pattern will pass through several historic
preservation districts, one of the duties of the Historic Preservation Commission is to
conduct an advisory design review, and then provide a recommendation to the City
Council. The Commission's recommendation is transmitted separately for City Council
consideration.
The Historic Preservation Commission has recommended modifications to the sidewalk
standards proposed by City staff. Staff does not concur with the Commission's

I concur with the recommendation of City staff and respectfully request Mayor and City
Council approval.
If the City Council chooses, this item can be adopted at a regular meeting, or a work

Introduction
City Engineering and Planning Services staff, working with staff in the City Manager's
Office and Leisure Services Department, have proposed a standard for the sidewalk
paving pattern to guide future public and private sidewalk improvement projects in the
Downtown.
This memo transmits the recommended standard for the sidewalk paving pattern in the
Downtown for City Council review and approval.
Discussion
The proposed sidewalk paving pattern in the Downtown is for the area generally
bounded by Bluff Street to Main Street and 14th Street to the Locust Street Connector,
with an extension along 5th Street to the Port of Dubuque entry. Some sidewalks in this
project area have been replaced. Without a cohesive, uniform paving pattern for the
Downtown sidewalks, a variety of patterns and colors exists. Many sidewalks, especially
on side streets, are the standard grey concrete.
Display #1 shows the location of future public and private sidewalk improvements where
the sidewalk paving patterns are recommended along Main Street, certain side streets,
and key City properties in the Downtown. Numbers on Diagram #1 refer to the endosed
color images of existing sidewalk patterns in the Downtown. The four existing patterns
for sidewalk paving are: Main Street, Side Street, 8th Street, and Flat Iron Park. The 8th
Street Pattern is not being recommended for replication as a standard.
Main Street Pattern:
Display #2 shows the Main Street Pattern. This pattern presently is found on Main
Street from 9th Street to 5th Street through the former Town Clock Plaza pedestrian mall.
The pattern is a wide (11 foot) buff-colored concrete sidewalk with a broom finish, saw

cuts and small charcoal pavers. There are traffic-calming "bump-outs" of quarry red
concrete stamped in a herringbone pattern that accommodate street trees and create
"no parking" zones.
In the Old Main portion of Main Street from 5th Street to the Locust Street Connector,
there will be fewer restrictions of on-street parking, so the sidewalk pattern would be
predominantly the wide (11 foot) buff-colored concrete sidewalk with a broom finish,
saw cuts and small charcoal pavers. There would be one or two traffic-calming "bump-
outs" of quarry red concrete stamped in a herringbone pattern in the Old Main district.
Side Street Pattern:
Display #3 shows the Side Street Pattern. This pattern presently is found along the City
parking lot on 3rd Street in the Old Main district. This pattern is a narrow (5 foot)
standard grey-colored concrete sidewalk with a broom finish, saw cuts, small charcoal
pavers, and quarry red concrete stamped in a herringbone pattern. The standard grey-
colored concrete sidewalk uses a crushed-limestone aggregate concrete.
Flat Iron Park Pattern:
Display #3 also shows the Flat Iron Park Pattern, presently found in Flat Iron Park. This
pattern is a narrow (5 foot) buff-colored concrete sidewalk with a broom finish, saw cuts,
small charcoal pavers, and brick red stamped concrete with a herringbone pattern.
Accessible Curb Ramps:
Accessible curb ramps at Main Street intersections with the recommended sidewalk
paving patterns would be done in buff-colored concrete with the ADA-compliant
truncated dome inserts in quarry red. At other street intersections, the curb ramps would
be done in standard grey concrete with the truncated dome inserts in quarry red
concrete. As shown on Display #4, the Main Street pattern must accommodate
encroachment of building entrances (accessible ramps and steps) due to the change in
grade in the Old Main district.
Buildina Entrances:
Building entrances (accessible ramps and steps) in the Old Main district would be done
in buff concrete along Main Street to match the Main Street Pattern, and in standard
grey concrete on the side streets to match the Side Street Pattern.
Compliance with Desian Guidelines:
Sidewalks are specifically addressed in the Streetscape and Landscape Guidelines for
the Historic Districts of the City of Dubuque, Iowa for the Old Main, Jackson Park, and
Cathedral Historic Districts.
Recommended improvements include: preservation of original historic paving and
limestone curbing, and materials for new sidewalks and crosswalks that are consistent
with the historic materials such as brick pavers and crushed-limestone aggregate
concrete.

Acceptable improvements indude: substitute materials that simulate original paving,
such as colored concrete pavers and/or stamped concrete.
Staff Recommendation
WIth City Council approval of an overall standard for sidewalk paving in the Downtown,
City staff will be able to implement a cohesive, uniform paving pattern for the Downtown
sidewalks. Within historic districts, City staff will be able to sign-off on proposals that
follow the established sidewalk paving pattern without additional reviews by the Historic
Preservation Commission.
City staff recommends that the City Council adopt the following standard for the
sidewalk paving pattern in the Downtown:
1. The existing pattern on 8th Street is not recommended for replication due to
maintenance issues with the concrete pavers.
2. The Main Street Pattern would be used only on Main Street, from 14th Street to
the Locust Street Connector.
3. The Side Street Pattern of standard grey and quarry red sidewalk would be used
on designated side streets in the Downtown as shown Display #1 :

at key City properties in the Downtown as shown on Display #1 :

HPC Advisory Design Review
Since proposed sidewalk paving pattern will pass through several historic preservation
districts, one of the duties of the Historic Preservation Commission is to conduct an
advisory design review, and then provide a recommendation to the City Council. The
Commission's recommendation is transmitted separately for City Council consideration.
The Commission has recommended the following modifications to the proposed
standards for sidewalk paving patterns:
1. The Main Street pattern stop at 11 th Street to distinguish Main Street's change in
land use pattern from all commercial properties to mixed commercial/residential
north of 11 th Street.
2. That on Main Street from 11 th Street to 14th Street, that any option of the three
proposed sidewalk patterns could be approved by the Engineering Division
without City Councilor HPC review.
3. The stamped red concrete color in the Side Street Pattern be more like Flat Iron
Park's sidewalk with variations in coloring, which makes the brick pattern stand
out and look more appropriate.
4. If owners of property outside of the historic districts would like to request a
different sidewalk pattern for their property, they would have to receive approval
from the City Council.
5. If owners of property in historic districts would like to request a different sidewalk
pattern for their property, they would have to have the sidewalk pattern reviewed
by the HPC, who then would forward a recommendation onto the City Council for
their approval.
Staff Response to HPC Recommendations
City staff does not concur with the Commission's recommendations 1, 2 and 3 above.
The Main Street Pattern should be used for the entire length of Main Street from the
Locust Street Connector to 14th Street. While a mix of brick paving patterns was typical
of historic neighborhoods, the bricks themselves were generally consistent in color. A
mix and match of color and patterns as proposed by the Commission does not meet the
staffs goal of a uniform, cohesive sidewalk paving pattern.
The Side Street Pattern should continue with the quarry red color to coordinate with the
Main Street Pattern. The brick red of the Flat Iron Park Pattern should be used for key
City properties.
City staff has no problem with the Commission's recommendations 4 and 5 above.

Requested Action
The requested action is for the City Council to concur with the staff recommendation for
the standard for the sidewalk paving patterns in the Downtown.

The City of Dubuque Historic Preservation Commission has reviewed the above-cited
proposal. The application, staff report and related materials are attached for your
review.
Discussion
Mike Felderman, Civil Engineer, Engineering Division, presented the proposed
standard, and spoke in favor of the request. He noted that the Engineering Division,
working with other City Departments, is proposing to create a standard for sidewalks
located along Main Street from the Locust Street Connector to 14th Street in order to
provide consistency. He also noted that some of the side streets off of Main Street
would also have a standard sidewalk pattern as well as the sidewalks around
Washington Park and Carnegie Stout Public Library.
Staff Member Laura Carstens presented the staff report. She explained that the HPC is
an advisory design review body to the City Council for these types of public
improvements in the historic districts. She added that the City Engineering and
Planning staff would like to have an approved standard for sidewalk paving patterns to:

commerciaVresidential properties along Main Street. The HPC discussed that use of
the reel color in the Flat Iron Park sidewalk, which has variations in coloring, makes the
brick pattern stand out. They also discussed property owners requesting a different
sidewalk standard along their property and a process for their review and approval.
The HPC commended the Engineering Division for being forward thinking in developing
proposed standards for sidewalk paving patterns.
Recommendation
By a vote of 6 to 0, the Historic Preservation Commission recommends the following
modifications to the proposed standards for sidewalk paving patterns:
1. The Main Street pattern stop at 11 th Street to distinguish Main Street's change in
land use pattern from all commercial properties to mixed commercial/residential
north of 11th Street.
2. That on Main Street from 11 th Street to 14th Street, that any option of the three
proposed sidewalk patterns could be approved by the Engineering Division

Accessible Curb Ramps: Accessible curb ramps at Main Street intersections with the
recommended sidewalk paving patterns would be done in buff-colored concrete with the
ADA-compliant truncated dome inserts in quarry red. At other street intersections, the
curb ramps would be done in standard grey concrete with the truncated dome inserts in
quarry red concrete.

Building Entrances: Building entrances (accessible ramps and steps) in the Old Main
district would be done in buff concrete along Main Street to match the Main Street
Pattern, and in standard grey concrete on the side streets to match the Side Street
Pattern.
Staff Analysis: City Engineering and Planning Services staff, working with other City
staff, have prepared a recommended standard for a sidewalk paving pattern to guide
future public and private sidewalk improvement projects in the Downtown.
Since these future public works projects will pass through several historic preservation
districts, one of the duties of the Historic Preservation Commission is to conduct a
design review, and then provide a recommendation to the City Council.
By conducting this review for an overall standard, City staff will be able to sign-off on
proposals that follow the established sidewalk paving pattern without additional HPC
reviews. A sidewalk standard recommended by the Historic Preservation Commission
and approved by the City Council will enable City staff to implement a cohesive, uniform
paving pattern for the Downtown sidewalks.
Compliance with Guidelines: Sidewalks are specifically addressed in the Streetscape
and Landscape Guidelines for the Historic Districts of the City of Dubuque, Iowa for the
Old Main, Jackson Park, and Cathedral Historic Districts.
Recommended improvements include: preservation of original historic paving and
limestone curbing, and materials for new sidewalks and crosswalks that are consistent
with the historic materials such as brick pavers and crushed-limestone aggregate
concrete.
Acceptable improvements indude: substitute materials that simulate original paving,
such as colored concrete pavers and/or stamped concrete.
