SUBJECT: Dubuque County Conservation Board CAT Grant Request
On June 10, 2004, Bob Walton from the Dubuque County Conservation Board called to
discuss their CAT grant application for improvements to Massey Station. The Dubuque
County Conservation Board has submitted an application to the Vision Iowa/CAT
committee in hopes of receiving a $65,000 CAT grant to help fund the $140,000 Massey
Station project. The remaining $75,000 would come from Dubuque County. This
project consists of creating a visitor services center, which includes an interpretive
center and river marina.
This project has been preliminarily reviewed by the Vision Iowa/CAT Committee, who
indicated the application would be stronger if the City of Dubuque financially
participated. You will recall that during negotiations with the Vision Iowa Board for the
America's River Project, the County Board of Supervisors committed one million dollars
to the project. This was the final piece that helped the project receive a forty million
dollar Vision Iowa Grant.
This project would be beneficial to the City's riverfront development efforts and to
tourism in general.
In response to this request, I am recommending the City of Dubuque provide $10,000 in
match towards the Dubuque County Conservation Board application. Funding would be
available from a year-end fund balance.
I respectfully request Mayor and City Council approval.
