Dear Mayor and City Council Members:
I, Tana Tigges, owner and operator of Looks Sensational LLC, would like to address you
regarding City Ordinance Sec.23-2 on tattooing. I am a proud member of The Dubuque Area
Chamber of Commerce and Professional Women's Network.
Looks Sensational LLC currently operating in Key West since April 2003, provides Permanent
Cosmetics tattooing (micropigmentation) to customers. Services provided include eyebrows,
eyeliner, lips, and scar remodeling.
The equipment used is 100% disposable and comes packaged pre-sterilized. A hand held
implement having microscopic hooks on the end is used, (not a needle as worded in the
ordinance), to lightly tap on the skin manually. The pigments are specially formulated for the
facial area. Everything else is entirely disinfected after each procedure with a hospital grade
disinfectant.
The difference between Permanent Cosmetic tattooing and a tattoo artist is the tattoo artist
actually provides a design (picture) using pigments placed under the skin. Permanent cosmetic
tattooing is for cosmetic purposes. It is beneficial for womeu or men for many different reasons.
One example is, persons with alopecia, which is a condition where body hair may be absent. I
can give the appearance of brows and lashes to them. Also, for example, someone may have the
appearance of uneven lips or sparse eyebrows. I can correct this. In addition to all of this, there is
the time saving factor for those who lead busy hectic lives. There are just so many good reasons
for this, too numerous to put on paper.
The existing ordinance, (being under a doctors direct supervision), affects my business in that it
makes it ahnost impossible to be in the City of Dubuque. I would like you to consider changing
the ordinance. The ordinance could be kept the same to keep the traditional tattoo artists out of
Dubuque, bnt additional wording could be added to allow machineless cosmetic tattooing (hand
applied method) emphasizing cosmetic tattooing (micropigmentation).
I believe this business would be an asset to the City of Dubuque.
