BUILDING CODE BOARD OF APPEALS

1. The meeting was called to order by Chair Gudenkauf. It was announced that
the meeting was being held in conformance with the Iowa Open Meetings
law.
2. Kolf motioned to approve the minutes of the December 11, 2003 meeting.
Carr seconded. The motion carried 5-0.
3. The Board discussed the adoption of the 2003 International Residential Code
and International Building Code. Russell pointed out changes to sections of
the International Residential Code addressing spacing of spindles on open
stairs, insulated concrete foundations, stair rise and run and the size of
footings.
Gudenkauf questioned the need for egress windows in unfinished basements.
Russell's view of "uninhabitable" was different than Gudenkaufs. The Board
decided to leave this section/interpretation as it is. Carr asked about building
permit fee increases. Russell stated that the fee table has been removed from
the IRC and that the local jurisdiction adopts there own schedule and that
there are no plans to raise fees at this time.
Luchsinger motioned to recommend adoption of the International Building
Code. Kolf seconded. Motion carried 5-0.
Carr motioned to recommend approval of the International Residential Code.
Kolf seconded. Motion carried 5-0.
4. Kolf motioned to adjourn. Luchsinger seconded. Motion carried 5-0.
