This is a claim in which the claimant alleges that as he was biking down near 770 Mt.
Carmel Street, his bike tire got caught in a 2"-wide, 5"-deep, 13'-long separation in the
street, resulting in claimant tearing his rotator cuff.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
