SUBJECT: Letter of Understanding - Dubuque Professional Firefighter's Association,
Local #353
On May 17, 2004, the City Council approved a summary of a tentative agreement with
the Firefighter's Association. It was later realized that the summary omitted mentioning
the tentative agreement to provide payroll deduction services for the FIREPAC Check-
off Program. Personnel Manager Randy Peck recommends City Council approval of a
Letter of Understanding regarding this agreement.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

In reviewing the summary of the tentative agreement with the Firefighter's
Association, that was approved by the City Council on May 17, 2004, I realized I
omitted mentioning the tentative agreement we reached with the Firefighter's
Association to provide payroll deduction services for the FIREPAC Check-off
Program. I have attached a Letter of Understanding, which explains our
agreement to provide this service. I request that the Letter of Understanding be
accepted and the Mayor authorize to sign the Letter of Understanding.

LETTER OF UNDERSTANDING
BETWEEN THE
CITY OF DUBUQUE
AND
THE DUBUQUE PROFESSIONAL FIREFIGHTER'S ASSOCIATION, LOCAL #353
Payroll Deduction for the FIREPAC Check-off Program
The City agrees to deduct, once each month, an amount individually certified in writing by
the employee for the purpose of a voluntary FIREPAC Check-off Program. The total
amount of the deductions shall be remitted each month by the City to the Treasurer of the
Dubuque Professional Firefighter's Association, Local #353. Such deductions shall be
maintained separately from Fire Association dues. The parties understand that in the
event providing deductions for the voluntary FIREPAC Check-off Program creates
additional requests for payroll deductions, the City reserves the right to determine
whether we continue with the payroll deduction for the FIREPAC Check-off Program.
