18) Participate with the Dubuque area chamber
of commerce, the hotel and restaurant in-
dustry and other interest groups to pro-
mote and develop the convention and
tourism business for the Dubuque area.

signed by the city manager, except that all
contracts for usage of the facility involving
a term of longer than five (5) days shall be

oped by the commission must conform to the pol-
icies of the city and to applicable local, state and
federal laws, rules and regulations.

Sec. 13-17. Membership, appointment.
(a) The commission shall be comprised of a
membership of five (5) persons. who shall be ap-
pointed hy the Dubuque City Council for terms of
two (2) years. Two (2) of the initial appointments
shall be for a term of one year, three (3) of such
initial appointments shall be for a term of two (2)
years.
(b) Upon completion of their term of office. mem-
bers of the commission shall continue to serve in
their full capacity until a successor has been duly
appointed.
(c) Membership on the commission shall be limo
ited to persons who are residents of the city.
(d) On and after July 18, 1983. the terms of
members of the commission shall be for three (3)
years. Terms of those members originally sched-
uled to expire June 29, 1984, shall be extended to
expire June 29,1985, and terms of those members
originally scheduled to expire June 29,1985, shall
be extended to expire June 29, 1986. Thereafter
all terms shall be for three (3) years.

Sec. 13-18. Vacancies in membership.
A vacancy caused by death, resignation or oth-
erwise on the commission shall be promptly filled
by the Dubuque City Council for the unexpired
term of office.

Sec. 13-19. Attendance at meetings, fre-
quency required; record of atten-
dance.
(a) Members of the commission shall attend at
least two-thirds (%) of all regularly scheduled and
held meetings within any twelve-month period. If
any member does not attend such prescribed
number of meetings, it shall constitute grounds
for the commission to recommend to the Dubuque
City Council that said member be replaced.
(b) The attendance of all commission members
shall be entered upon the minutes of all meetings
by the secretary.

Sec. 13-20. Compensation.
All members of the commission shall serve
without compensation except for reimbursement
of necessary expenses.

Composition.
(a) The Investment Oversight Commission
members shall be appointed by the City
Council. The Commission shall be made up of
five (5) members of the community with
knowledge about investments and finance but
with no afiUiation with a firm or corporation
which does now or may in the future provide
investment or Îmancial advice or services to the
City.

one year, one for two (2) years, and one for
three (3) years, from July 1 of the year of such

Powers and duties.
The Investment Oversight Commission shall:
(1) Review the actions and decisions of the
City's Investment Committee and all
money managers for compliance with the
City's investment policy and report any
noncompliance to the City Council;
(2) Recommend, as needed, changes in the
City's investment policy to the City
Council; and
(3) Review the investment performance of
the City's Investment Committee and
money managers and to report to the
City Council concerning same at least
quarterly.

(3) A formal interview by the City Council to

Compensation:
The term of office for members of the Zoning

the initial terms shall be for a term of one year;
two (2) of the initial terms for two (2) years;
and three (3) of the initial terms for three (3)
years.
A Commission member may be .removed at
any time with or without cause by a vote of two-
thirds ('I,) of all members of the City Council.

A vacancy occurring on the Commission
caus('r! . :~osignation or otherwise, shail be
filled by appointment by the City Council for
the remainder of the unexpired term.
All members of the Commission shail serve
without compensation except for actual expens-
es, which shall be subject to approval by the

Sec. 36-13.
Powers: .
The Zoning Advisory Commission shall con-
cern itself with short-range physical planning
and shall have and possess the following pow-
ers, duties and responsibilities:

0) To prepare and recommend a Zòning
Ordinance by exercising the powers con-
ferred by Iowa Code chapter 414, "Munic-
ipal Zoning". Such Zoning Ordinance
shall include the boundaries of the vari-
." r -I'Ding districts; the height, number
of stories and size of buildings and other
structures in each district; the percen t-
age of ground that may be occupied;
setback requirements; the size of yards,
coùrts and other open space; the density
of population; the location and use of
buildings, structures, and land for trade,
industry, commercial, residential or
other purposes; and such regulations and
restrictions necessary to enforce such
zoning provisions. To this end the Zoning
Advisory Commission shail prepare a
preliminary Zoning Ordinance and hold
public hearings thereon and after such
hearings have been held, shall submit a
final Zoning Ordinance and its recom-
mendations to the City Council;
(2) To recommend to the City Council, from
time to time, as conditions require,
amendments, supplements, changes or
modifications to the Zoning Ordinance

(3) To make such surveys, studies, maps,
plans or plats of the whole or any portion

of the City and of any land outside there-
of, which in the opinion of the Zoning
Advisory Commission are consistent with
the Comprehensive Plan and are neces-
sary to carry out the purposes of the
Commission;
(4) To make recommendations to the City
Council upon plans, plats or rep]ats of
subdivisions or resubdivisions within the
City which show streets, alleys or other
portions of the same intended to be dedi-
cated for public use;
(5) To make recommendations to the Long-
Range Planning Advisory Commission on
the preparation and maintenance of the
Comprehensive Plan;
(6) To fulfill those duties and responsibili-
ties assigned to a City Planning Commis-
sion in Iowa Code chapter 409, 'Plats";
and '
(7) To undertake from time to time other
specific short-range planning projects
which may be referred to it by the City
Council.
The City Council shall have the authority to
establish or revise the priorities of the Commis-

Sec. 36.14.
Organization; Meetings:
(a) The Zoning Advisory Commission shall
choose annually, at its first regular meeting of
the fiscal year, one of its members to act as
chairperson, and another of its members to act
as vice-chairperson, to perform all of the duties
of the chairperson during the chairperson's
absence or disability. The Conunission shall
adopt such rules and regulations goyerning its
operation and procedure as may be deemed
necessary.
(b) The Zoning Advisory Commission shall
hold a regular meeting at least monthly.
