MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION
JULY 6, 2004
4:00 P.M.
CITY HALL ANNEX, 1300 MAIN, CONFERENCE ROOM # 1
Mike Buelow called the meeting to order at 4:00 p.m.
MEMBERS PRESENT:
Michael Buelow, John Nemmers, Andrea Bixler, Sister Mary
Clare O'Toole, Wayne Klostermann

Mary Rose Corrigan completed the Certification of Compliance with the Iowa Open
Meetings Law.
APPROVAL OF MINUTES:
Wayne Klostermann moved to approve the Minutes of the June 1, 2004 meeting.
Sr. Mary Clare O'Toole seconded the motion. There was no discussion and the
motion passed unanimously.
TEST AGENDA:
John Nemmers moved to approve the agenda. Sr. Mary Clare O'Toole
seconded the motion. The agenda was approved unanimously.
ITEMS FROM COMMISSION:
OLD BUSINESS:
1. Site Development Process.
Mary Rose Corrigan told the Commissioners that the Planning Services staff
requested that the Commissioners come up with specific questions before they
attend the September Commission meeting. She briefly went over the current
site development process. The following are the questions/points the
Commission would like answers to:
. Major site plan review on ~ [new construction] (including <10,000 sq.
ft.)?
. Site plan prepared by architect? Should be Engineer only.
. 4 - 4.6(2) is too vague regarding "appropriate measures". Are any
standards followed? Who enforces? (2) Dubuque County Soil
Conservation is not visible locally or at hearings - they react and are not
proactive.
. Historical review - preservation of natural areas, i.e., timber, riverfront, etc.
. Are aesthetics considered, i.e., site appropriate? What standards are
used?
. Should zoning approval come after site plan approval, instead of before?
. Solid fill disposal/depositing? What is allowed - especially when dealing
with demolition?
. Demolition permit process - what's involved?
. Paragragh 4-4.6(1) "reasonable effort" - what standards are used? Term
"lasting benefit" is vague. What about wildlife/plants?
. "Temporary erosion control" supposed to be on site plan, but often not
indicated or enforced.
. New erosion control ordinance - how will that interface with
development/site plan approval?
. Denial of plans? How many are sent back to the developer?
. Design criteria suggested by ESAC (see attached) 1/10/04 - will they be
incorporated into process/approval requirements?
. Pervious pavement use? Possible for demo sites.

Mary Rose stated that the information would be going out to hunters soon.

No one present to address the Commission.
CLARIFICATION OF TASKS:
Mary Rose Corrigan will request Planning Services staff attend the September
Commission meeting to answer questions. Mary Rose will distribute Council
priorities.
NEXT MEETING DATE:
John Nemmers is not available for August meeting. Commission may decide to
cancel that meeting.
FUTURE AGENDA ITEMS:
Site Review Application process recommendations. Mike Buelow stated he was
concerned about the rate of breast cancer in Dubuque and the possible causes.
ADJOURNMENT:
Wayne Klostermann moved to adjourn the meeting. John Nemmers seconded the
motion. Motion passed unanimously and the meeting adjoumed at 4:40 p.m.
