FROM:
Michael C. Van Milligen, City Manager
SUBJECT: Temporary Access to the Northwest Arterial from Holliday 3rd Addition
McDermott Excavating, the contractor awarded the street and utility improvements for
the Holliday 3rd Addition, is requesting a temporary access via the Northwest Arterial
during the period of construction due to concerns regarding construction traffic through
the Asbury Road, Northwest Arterial, and Holliday Drive intersections.
The temporary access would be located 1,500 feet south of Asbury Road on the
Northwest Arterial. City Code requires an access to the Northwest Arterial be granted
only by the Iowa Department of Transportation with the concurrence of the City
Manager. The Iowa Department of Transportation has reviewed the request and has
given tentative approval of the temporary access subject to the concurrence of the City
Manager. The City Manager shall not concur in the granting of the permit under this
Division for any driveway access onto the Northwest Arterial without prior approval of
the City Council.
Acting Public Works Director/City Engineer Gus Psihoyos recommends approval of a
one-year temporary access onto the Northwest Arterial at 1,500 feet south of Asbury
Road, as requested by McDermott Excavating. This access would be a full right-
in/right-out access only.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

MEMORANDUM
July 12, 2004
FROM:
Michael C. Van Milligen, City Manager ",ðJ
Gus Psihoyos, Acting Public Works Director ~.
TO:
SUBJECT: Temporary Access to the Northwest Arterial from Holliday 3rd
Addition
INTRODUCTION
The following is in response to a July 7, 2004 request from Tom Larson of
Buesing & Associates representing McDermott Excavating to construct a
temporary access on the Northwest Arterial for the construction of improvements
to Holliday 3rd Addition located immediately west of the Northwest Arterial and
1,500 feet south of Asbury Road.
DISCUSSION
McDermott Excavating, the contractor awarded the street and utility
improvements for the Holliday 3rd Addition, is requesting a temporary access
during the period of construction due to concerns regarding construction traffic
through the Asbury Road, Northwest Arterial, and Holliday Drive intersections.
A temporary access to the Northwest Arterial during the construction period of
Holiday 3rd Addition street and utility improvements would allow construction
traffic to access the project via the Northwest Arterial, thereby, avoiding
interference with the Asbury Road/Holliday Drive intersection. The temporary
access would be located generally as shown on the attached exhibit at a point
1,500 feet south of Asbury Road between the two intersections previously
approved on the Final Plat of Holliday 3rd Addition.
Section 41-34 of the Code of Ordinances for the City of Dubuque requires an
access to the Northwest Arterial be granted, "only by the Iowa Department of
Transportation with the concurrence of the City Manager. The City Manager
shall not concur in the granting of the permit under this Division for any driveway
access onto the Northwest Arterial without prior approval of the City Council".
The minimal allowable spacing between access locations was 1,000 feet, which
is also controlled by the City Ordinance.
The Iowa Department of Transportation has reviewed the request of McDermott
Excavating and has given their tentative approval of the temporary access
subject to the concurrence of the City of Dubuque. This will be a separate permit
process following City approval.
RECOMMENDATION
The Engineering Division's review of the request is that it would be beneficial to
the businesses along Holliday Drive as well as to reduce construction traffic at
the Asbury Road/Holliday Drive intersection. There is adequate sight distance
along the Northwest Arterial and the temporary access meets the 1,000-foot
minimum allowable space between access locations.
I, therefore, recommend approval of McDermott Excavating's request for a one-
year temporary access onto the Northwest Arterial at 1,500 feet south of Asbury
Road. The requested access would be a full right-in/right-out access only,
making the temporary access available only from the southbound lanes of the
Northwest Arterial.
Section 41-35 of the Code of Ordinances states that the City Manager shall issue
a permit for such an access onto the Northwest Arterial and the City Manager
finds that the proposed work be done in accordance with the standard plans and
specifications prepared by the City Engineering Division and approved by the
City Council, and that the proposed work will not unreasonably interfere with the
vehicular and that pedestrian traffic and the health, welfare, and safety of the
public will not unreasonably by impaired.
ACTION TO BE TAKEN
The City Council is requested to approve the temporary access request of
McDermott Excavating and authorize the City Manager to execute a permit for
the requested temporary access.

Mr. Ron Turner,

RE:
Holliday 3rd Addition
Dear Ron:
Larry McDermott of McDermott Excavating, who was awarded the Utilities Contract for Holliday
3rd Add., is requesting a temporary entrance at the site. We contacted Bruce Chrystal with the
IDOT, and he said he did not have a problem with it, but said to check with the City of Dubuque
first.
This proposed temporary entrance is intended to be used as a "Staging Area" by McDermott
Excavating. It would be a right in right out approx. 1500' south of Asbury Rd at approx. 8+00,
Holliday Dr. stationing, or approx. 631 +00, lOOT stationing. The culvert pipe under the
proposed Holliday Drive entrance, located to the south and downstream of this proposed
temporary entrance, is an 18" reinforced concrete pipe. We are proposing to use an 18"
corrugated metal pipe under the proposed temporary entrance. Since this proposed entrance is
temporary it will be removed at the completion of construction.
The included drawing, Exhibit "A", shows the location of the proposed temporary entrance.
Let me know if you have any questions.
Sincerely,
~
Thomas P. Larsen
