INTRODUCTION
The final plat of Lots 1 thru 6, Inclusive, of Forest Grange Subdivision No.3 is a
proposed residential development located off of John F. Kennedy Road in Dubuque
County. The submitted final plat provides the platting of six parcels, which will be
developed for new single-family homes.
DISCUSSION
The preliminary plat for this subdivision was approved at the City Council's June 21,
2004 meeting. The submitted final plat provides for the construction of a new private
street to be named Forest Glen Court. The subject private street will be built with 31-
foot of paving from back of curb to back of curb and a 50-foot right-at-way.
The City Council is reviewing this plat as it is within two miles of the corporate limits of
the City of Dubuque, and thus the County and City jointly review the submitted final plat.
The Forest Grange Subdivision began in 1990, and the subject parcel was included as
part ofthe preliminary plat approved in 1990.
RECOMMENDATION
The submitted final plat of Lots 1 thru 6, Inclusive, of Forest Grange Subdivision No.3 is
in substantial compliance with City of Dubuque Subdivision Regulations subject to
waiving Article IV, Design Improvement Standards, except for Section 42-19, Lots and
Blocks.

Impact of Request on:
Utilities: None. The existing subdivision will have private wells and septic systems
to serve individual homes while the area is served with existing utilities for
electricity and gas.
Traffic Patterns: Based on IDOT counts from 2001, there are 3,460 average daily
trips on John F. Kennedy Road.
Public Services: Existing public services to serve the subdivision.
Environment: Staff does not anticipate any adverse impact to the environment
provided adequate erosion control is provided during all phases of development of
the property.
Adjacent Properties: The platting and development of six additional single-family
lots in this area will have a negligible impact to adjacent properties.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted final plat of Lots 1-6, Inclusive, of Forest Grange
Subdivision #3 is a continuation of the Forest Grange Subdivision on the south side of
John F. Kennedy Road. The original preliminary plat for this property was approved in
October 1990 and included this area.
The submitted final plat provides for the construction of a private street with a 50cfoot
right-of-way and 31 feet of paving. The proposed private street would serve six homes
that would take their access directly from the proposed Forest Glen Court. The
proposed lots are a minimum of one-acre in size and each would be served by its own
well and septic system.
The submitted final plat of Lots 1-6, Inclusive, of Forest Grange Subdivision #3 is in
substantial compliance with City of Dubuque Subdivision regulations, and Planning staff
would recommend approval of the plat as submitted.

RESOLUTION NO. 294-04
RESOLUTION APPROVING THE FINAL PLAT OF LOTS 1 THRU 6,
INCLUSIVE, OF FOREST GRANGE SUBDIVISION #3 IN DUBUQUE COUNTY,
IOWA
Whereas, there has been filed with the City Clerk a final plat of Lots 1 thru 6,
Inclusive, of Forest Grange Subdivision #3; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon, with the waiver of Article IV,
Design and Improvement Standards of the Subdivision Regulations, except for Section
41-29; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Lots and
Blocks.
Section 2. That the final plat of Lots 1 thru 6, Inclusive, of Forest Grange
Subdivision #3 is hereby approved and the Mayor and City Clerk are hereby authorized
and directed to endorse the approval of the City of Dubuque, Iowa, upon said
subdivision plat.
