Van Milligen, City Manager SUBJECT: Lombard Street A request was received from three residents to remove parking on the north side of Lombard Street along the Washington Junior High School property. Although Lombard Street does not meet common criteria for parking removal, Le., public safety, emergency response, traffic flow, based on the citizen input and the Dubuque Community School District review/approval, Acting Public Works Director/City Engineer Gus Psihoyos recommends City Council approval of a parking prohibition on the north side of Lombard Street. Lombard Street is a 31-foot wide residential street on the west side of the Washington School campus where the athletic field is located. When sporting events occur at the field, parked vehicles typically fill both sides of Lombard. The Dubuque Community School District does not object to the removal of parking. Van Milligen, City Manager Gus Psihoyos, Acting Public Works Director ,9jQ SUBJECT: Lombard Street INTRODUCTION The City has received requests from three residents to remove parking on the north side of Lombard Street along the Washington Junior High School property. BACKGROUND Lombard Street is a 31-foot wide residential street on the west side of the Washington School campus where the athletic field is located. When sporting events occur at the field, parked vehicles typically fill both sides of Lombard. DISCUSSION The City Engineering Division has had requests in the past to consider restricting parking along the school property; however, lack of any empirical data to support claims of unsafe conditions has not supported the requests. It has been observed that during many of the activities that take place on the field the parking lot adjacent to the school is virtually unused. It appears that most, if not all, of the vehicles that park on Lombard, could be accommodated by the parking lot. However, there is no way to require people to use this lot, and it is likely that many will park on the south side of Lombard and also on adjacent streets like Meadow Lane and Stetmore Street. After the most recent requests, the City contacted Dubuque Community Schools to explain the request and to ask for their comments concerning the removal of parking along the Washington High School property. The Support Services Committee, which is comprised of three School Board members, did not object to the removal of parking. Letters were sent to residents in the vicinity to solicit comments concerning the possible removal of parking on the north side of Lombard. Of the 29 letters sent, five responses were received. Three residents on Stetmore Street were completely in favor since it may shorten emergency response times. One resident on Stetmore was against because they thought a better solution was to require the use of the school parking lot. The only resident on Meadow Lane was in favor of the removal of parking on Lombard but was concerned that their street would become the most convenient parking alternative. The Dubuque Fire Department was contacted for input on the effect of parking and emergency response times. While parking on one side would allow easier equipment movement, the Fire Department indicated there is currently sufficient area for its equipment. RECOMMENDATION Although Lombard Street does not meet common criteria for parking removal, Le., public safety, emergency response, traffic flow, it is recommended that, based on the citizen input and the Dubuque Community School District review/approval, that parking be prohibited on the north side of Lombard Street. ACTION TO BE TAKEN I recommend that the City Council approve the attached ordinance to prohibit parking on the north side of Lombard Street. That the Code of Ordinances of the City of Dubuque, Iowa, is amended by adding to Subsection (d) of Section 32-262 the following: Lombard Street, north side, from the Dodge Street ramp connector to the east property line of 1995 Lombard Street Passed, approved, and adopted this 19th day of July, 2004. 2004.
