SUBJECT: FY05 REAP Plan - City of Dubuque Update and Grant Application
Planning Services Manager Laura Carstens is recommending City Council approval to
submit the City of Dubuque's update of the FY05 Dubuque County REAP (Resource
Enhancement and Protection) Plan and the FY05 grant application for Phase 1 of Water
Works Park at the Hawthorne Street Peninsula. The REAP grant application would be
for the maximum grant amount of $200,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The Dubuque County REAP Committee has requested the City of Dubuque's update for the
FYOS Dubuque County REAP Plan and grant applications. The REAP (Resource Enhancement
and Protection) Program is a grant program administered by the Iowa Department of Natural
Resources (IDNR).
This memorandum requests City Council authorization to submit the City of Dubuque's update to
the FY05 Dubuque County REAP Plan and a REAP grant application for Phase 1 of Water Works
Park on the Hawthome Street Peninsula.
DISCUSSION
Attached is the City of Dubuque's update for the FY05 Dubuque County REAP Plan. The update
was prepared based on the FY04 REAP Plan, input from Leisure Services Manager Gil Spence,
and the City's adopted FY05 - FY09 Capital Improvement Program (CIP).
Leisure Services Manager Gil Spence and I are recommending submittal of a FY05 REAP grant
application for Phase 1 of Water Works Park. Creation of this new City park is budgeted in two
phases. Phase 1 is budgeted for FYO5-06 with $525,000 in ORA distribution and $600,000 in
private participation as the funding sources. The REAP grant application would be for the
maximum grant amount of $200,000. The CIP project description is attached.
The REAP Committee must approve changes to the REAP Plan and grant applications prior to
their submittal to the IDNR. The REAP Committee will meet on August 4. FY05 REAP grant
applications are due to the IDNR by August 15. Grant awards are usually confirmed by October.
RECOMMENDATION
I recommend that the City Council approve submittal of the City of Dubuque's update of the FY05
Dubuque County REAP Plan and the FY05 grant application for Phase 1 of Water Works Park.

RESOLUTION AUTHORIZING A REAP GRANT APPLICATION TO THE IOWA
DEPARTMENT OF NATURAL RESOURCES FOR PHASE 1 OF WATER WORKS PARK
Whereas, the City of Dubuque has identified Water Works Park as an important
recreational facility to be developed as part of the City's commitment to riveñront redevelopment;
and
Whereas, the Iowa Department of Natural Resources has allocated grant funds in the
REAP (Resource Enhancement and Protection) Program for the development of public parks;
and
Whereas, the City of Dubuque has adopted a Comprehensive Plan and a Riveñront Plan
that include goals for development of public parks along the Heritage Trail Riveñront System.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOW~:
Section 1. The Mayor hereby is authorized to sign and the Planning Services Manager is
hereby authorized to submit the resolution and the application to the Iowa Department of Natural
Resources for REAP funds for Phase 1 of Water Works Park.
Section 2. That in the event said application is approved, the City Council hereby
provides its written assurance that the completed project will be adequately maintained for its
intended use in accordance with state requirements.

PROJECT DESCRIPTION
This project provides for creation of a new Water Works Park on the Hawthorne Street Peninsula, A design plan prepared for the peninsula includes landscaping,
amenities, and related public improvements for conversion of the Peninsula Into a park. Improvements proposed are public rest rooms, shade and butterfly gardens,
landscaping upgrades, water line extensions to support festivals and large boat docking, hike/bike treils, seating and picnic ereas, pley structure, fiehing pier, Improved
perking (paving, striping, lendsceping), informational signs, council rings, buried utilities, and upgraded boat ramp and trailer parking, Private participation means a
combination of grants, fund raising, and allocation of future City resources based on other competing demands at that time,
JUSTIFICATION
The City's Riverfront Plan notes that as a river promontory, the Hawthorne Street Peninsula provides an excellant pointto watch the river and boating activity,
Improvements to this area, a short term goal of the plan, are proposed to enhance this strategic view point with park and picnic areas along the river's edge,
RELATIONSHIP TO OTHER PROJECTS
Related projects include the Heritage Trail riverfront system, Hawthorne Street boat ramp and parking improvements ($121,500), and well field beautification ($5,000) that
are Fiscal vear 1996 projects, Hawthorne Street well field Improvements ($87,000), and Hawthorne Street sanitary sewer ($30,000). This project implements the
Comprehensive Plan's Recreation Element: Goals 1,1,8,1 and 8,2; and Economic Development Element: Goals 7,1, 7,2, 7.3, and 11.4.

The City of Balltown is planning construction of a walkway connecting
the commercial and recreational areas to a scenic overlook of the
Mississippi River. An observation structure is scheduled to be built in
fiscal year 2002 by Dubuque County with mOT Enhancement Grant
funds.
The City of Balltown is partnering with Dubuque County to build the
observation structure and expects to use some Enhancement Grant Funds
to match the REAP grant if received.
The City of Zwingle is considering acquisition ofland fora city park and
playground. The City current does not have a city park.
Further objectives would be to continue the Trail to the recreational areas
within Dyersville as well as the continuation of development of the Bear
Creek nature area.
No REAP expenditures are planned for fiscal year 1999. Consideration of
a County plan to extend a nature trail North and South along the
Maquoketa River.
