Director of Transit Operations Barbara Morck recommends City Council approval to
apply for a grant under the Public Transit Infrastructure Grant Program administered
through the Iowa Department of Transportation. The purpose of this grant application is
to secure state funding of $340,000 (80 %), with a local match amount of $85,000 (20 %)
for facility improvements at The Jule. This grant would provide funds to repair the roof,
brick work and sprinkler system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Grant (PTIG) Program
Purpose
The purpose of this memo is to request authorization to apply for a grant under the Public
Transit Infrastructure Grant (PTIG) Program administered through the Iowa Department of
Transportation. The purpose of the PTIG application is to secure state funding at 80% for facility
improvements at The Jule.
Background
The roof of The Jule's transit facility was last replaced sometime in the late 1970s -early 1980s. In
Spring 2010 after sustaining heavy storm damage the roof over the south section of the building
was replaced, and the remaining portions of the facility roof - the middle and north building
sections - were identified as also needing replacement in the very near future. Since that time
both the middle and north sections have continued to show signs of deterioration and have
required work in order to patch leaks and gaps in the roof flashing. The brick work in the middle
and north section in the adjoining and exterior walls is deteriorating and if not repaired will
eventually fail. The grant amount we are requesting for this portion of the project is $400,000.
Additionally, in 2010 during an annual inspection of the sprinkler system, several elements were
identified as being out -of -code. These included old sprinkler heads, a lack of sprinkler heads over
garage doors, old piping through the building, etc. These and other points of inspection failure
need to be addressed as soon as possible in order for The Jule facility to again meet fire code
requirements. The grant amount we are requesting for this portion of the project is $25,000.
Recommendation
I recommend that the City Manager and City Council approve this application for PTIG funding
for the amount of $340,000 (80 %) with the local match amount of $85,000 (20 %), for a total
project cost of $425,000. The local match is provided from $20,400 in sales tax construction
funds from the FY 2012 Jule Facility Improvement Capital Improvement Project, $50,000 from
the local match included in the amended FY 2011 budget for the replacement of the transit bus
fleet due to the FTA increasing the cap on the eligible amount the FTA will pay for light duty
buses, which frees up $5,000 per bus for the ten light duty buses the City is purchasing and $600
is available from FY11 Police Iowa District Court fine revenue.

PROJECT DESCRIPTION
This project supports the upkeep of Keyline Transit's 100 year old facility, located at 2401 Central Avenue, Dubuque, IA 52001. FY12 includes the replacement of the
HVAC system for administrative offices and mechanics' break and locker room; resurfacing and striping of the employee and visitor perimeter parking lot; repair of
existing structure /replacement of the roof surfaces on the middle and north sections; replacement of the water pipes associated with the heating of the entire facility; and
the replacement of the asbestos floor tiles in the administrative offices, bathrooms and drivers' area.
JUSTIFICATION
In FY10, the administrative offices, bathrooms, service pits and safety /security areas in the garage areas were repainted. The main south section of the roof was replaced
due to storm damage. The middle and north sections of the roof continue to leak and are in need of replacement. The parking areas have small pot holes which have
been patched, but the patches eventually cause safety hazards. The pavement around the building is uneven, difficult to maintain especially during inclement weather
conditions and difficult to walk on. The air conditioning unit for the mechanic's area is more than 30 years old and the air conditioning unit for the administration offices
has also reached its useful life. Replacing the boiler system with a more energy efficient system will help reduce the cost of utilities and decrease Keyline's carbon
footprint. The water pipes from the boiler system are rusting through and need of replacement. The replacement of the floor tiles are part of a continued preventative
maintenance program.

This project implements the Comprehensive Plan's Infrastructure Element: Goals 3.1, 3.4, 4.1, 4.5 and 10.1; and Environmental Quality Element: Goals 4.1 and 5.4.
