In September 2010, the City applied to EPA's Climate Showcase Communities grant
program. In April, EPA announced that it would fund 22 community projects across the
country, including Dubuque for $471,136. The overall goal of the Climate Showcase
Communities grant program is to create replicable models of sustainable community
action that generate cost - effective and persistent greenhouse gas reductions while
improving the environmental, economic, public health, or social conditions in a
community. The grants will help communities reduce greenhouse gas emissions while
providing additional environmental, economic, and quality of life benefits through
practices involving waste management, energy efficiency, energy production,
transportation, and land use management.
Dubuque's application focuses on the Smarter Sustainable Dubuque project in
partnership with IBM and provides funding for the Smarter Travel silo in particular. The
proposed program identifies 1,000 pilot households and provides them with tools,
information and technical assistance designed to help them reduce their carbon
footprint and save money. Based on the results of the demonstration project, the City
will launch a community -wide public outreach and education campaign designed to
engage all Dubuque households in the effort to reduce greenhouse gas emissions in
partnership with Dubuque 2.0 and other members of the Dubuque 2.0 steering
committee. Emission calculations in the grant application are based on the assumption
that pilot participants would increase their use of public transportation and bike and walk
more.

INTRODUCTION
This memo is to notify you that the City of Dubuque has been awarded an EPA Climate
Showcase Communities grant in the amount of $473,136.
DISCUSSION

By working with IBM and Dubuque 2.0, the City will identify transportation patterns and
conduct education and engagement initiatives to help residents change their behaviors.
Emission calculations in the grant application are based on the assumption that pilot
participants would increase their use of public transportation and bike and walk more.
The results of the pilot would be used to educate all residents in Dubuque to change
their behavior.
Grant funds for the two -year project will finance part of the Sustainability Coordinator's
salary, community outreach (staff, programming, website development and materials)
and technology to implement the Smarter Travel component of the Smarter Sustainable
Dubuque initiative. Required matching funds come from the following sources:
• $88,569: in -kind match from Sustainability Coordinator and Information Services
Director salary and benefits.
• $108,000: Dubuque 2.0 salary & outreach funds.
RECOMMENDATION
A copy of the grant agreement is attached. No action is requested; this memo is for
your information only.

Climate Showcase Communities Grants
In 2009 and 2010, EPA awarded $20 million in competitive grants to assist local and tribal governments in establishing and
implementing climate change initiatives. The overall goal of the Climate Showcase Communities grant program is to create replicable
models of sustainable community action that generate cost - effective and persistent greenhouse gas reductions while improving the
environmental, economic, public health, or social conditions in a community.
The 47 communities profiled below were selected in two rounds of funding. An additional three awards are pending and will be
announced in the coming months. EPA offers peer exchange, training, and technical support to grant recipients, and encourages
replication across the country to promote the creation of sustainable climate management programs that are not only the foundation for
stabilizing our climate, but also create jobs and fulfill other local government priorities.

Smarter Sustainable Dubuque
The City of Dubuque will work with 1000 households to monitor and reduce their vehicle miles traveled. This driving reduction effort will be coupled with a
broader community -wide education campaign, and integrated with existing efforts to track energy and water use in Dubuque households. The project will lead
