Sealed bids were received for the Port of Dubuque Marina Project, Bid Package No. 1 —
Transient Docks and Utilities. City Engineer Gus Psihoyos recommends award of the
contract to the low bidder, Dubuque Barge & Fleeting Service Co. d /b /a Newt Marine
Service, in the base bid amount of $1,737,732.15, which is 13.4% under the estimate of
probable cost, and that Alternate No. 1, Alternate No. 2 and Alternate No. 3 not be
accepted. The award of the improvement contract has been approved by the Iowa
Department of Natural Resources and the U.S. Fish and Wildlife Service.
The new and expanded Port of Dubuque Marina facility will be located along the
northerly shoreline of the Ice Harbor, adjacent to the new National Rivers Center and
the Museum's future outdoor Mississippi Plaza. The expanded marina facility will
include a net total of 70 transient slips, consisting of 46 — 30 -foot slips, 20 — 40 -foot
slips, 4 — 50 -foot slips, and will include water and electrical connections; a fuel dock and
sanitary pump -out facilities. The marina facility will have two (2) shore entry /exit
locations and each will have an 80 -foot, ADA- compliant access gangway.
The Port of Dubuque Marina project has been split into two (2) bid packages. Bid
Package No. 1 - Transient Docks and Utilities being awarded today includes dock
fabrication, assembly and installation, fuel system installation, and the installation of
water, sewer, electric, and communication services.
In order to meet the elevated expectations that recreational boaters demand in today's
market, the Port of Dubuque Marina Project Bid Package No. 2 will include the
construction of a new amenities service building. The amenities building will be located
abutting the southeast corner of the National Rivers Center. The amenities building will
provide services and accommodations such as marina management facilities; dockside
restrooms; shower suites; a laundry facility; and a ship store. The public bidding process
for Bid Package No. 2 - Amenities Building will be initiated in May and will be completed
by December 2011.
As part of Bid Package No. 1, the City was presented with significant challenges on how
to incorporate the existing 25 floating courtesy docks into the expanded marina
configuration while fostering an equitable and competitive bidding environment for
potential floating dock suppliers. These challenges were addressed by incorporating a
base bid and an alternate bid configuration which are described as follows:
The Base Bid includes the complete removal of existing docks, piling, gangway,
platform, and other miscellaneous marine facilities for the installation of the new marina
facility. When removed, the existing docks, piling and gangway will become the property
of the contractor. The contractor would then provide the City with an all new upgraded
floating dock system including docks, piling, gangway, platform and service amenities.
The Alternate Bid included the reuse and upgrading of the existing 25 floating courtesy
docks into the expanded marina configuration. Bidders were required to provide a cost
to incorporate the existing finger piers, the main pier walkway, and gangway in the
construction of the new marina facility. This item included reusing and refurbishing
existing materials including floats, framing, composite decking, cleats, and safety
ladders while also upgrading the existing dockage to accommodate utility services,
hardware and equipment.
In reviewing the Base Bids, Newt Marine provided the low bid in the amount of
$1,737,732.15, which is $36,063.98 Tower than Skipper Marine's base bid of
$1,773,796.13.
In reviewing the Alternate Bid No. 1, Skipper Marine provided the low bid in the amount
of $1,724,711.13, which is $8,010.02 lower than Newt Marine's alternate bid of
$1,732,721.15.
In comparing the low Base Bid of $1,737,732.15 (Newt Marine) and the low Alternate
Bid No. 1 of $1,724,711.13 (Skipper Marine), there is a difference of $13,021.02
between the two bid options.
When evaluating the bids, the additional $13,021.02 to proceed with the Base Bid
option which provides an all new upgraded floating dock system including docks, floats,
piling, gangway, platform and service amenities is a justifiable cost and is in the best
interest of the City when considering the overall added value to the project. Therefore,
the recommendation is to award the bid using the base bid, with all facilities being
installed new, with the removal of the existing facilities.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Port of
Dubuque Marina Project, Bid Package No. 1 - Transient Docks and Utilities.
BACKGROUND
Based on the credible findings of the transient boating market feasibility study, the City
of Dubuque, in cooperation with the Iowa Department of Natural Resources (Iowa
DNR), in 2007 was awarded an unprecedented $3,037,802 BIG (Boating Infrastructure
Grant) Tier II grant from the U.S. Fish and Wildlife Service (U.S. FWS) to develop a
transient boating facility at the Port of Dubuque.
Initially, the planned site for the marina facility was to be located on the main channel of
the Mississippi River, immediately downstream of the railroad train bridge. However,
due to the river site challenges, the significantly over budget cost projections, and the
inability to incorporate and provide the required amenities as stated in the City's BIG
Tier 11 grant proposal, the original main channel location was determined no longer a
viable option. City staff recommended proceeding forward with the Ice Harbor as the
preferred alternate location for the marina project. On November 16th, 2009, the City
Council concurred with the staff recommendation to proceed forward with the Ice Harbor
as the most economically viable, preferred alternate location for the marina project.
Staff has worked actively with property owners and stakeholders within the harbor to
discuss the plans for an expanded transient marina. Stakeholder participants included
Newt Marine, U.S. Coast Guard, Dubuque River Rides and National Mississippi River
Museum and Aquarium. A set of design and layout parameters were discussed based
upon navigational and operational considerations. Numerous conceptual layouts were
analyzed and presented to the Ice Harbor stakeholders for input. After a lengthy review
process, the City has reached consensus approval on the final transient dock design
layout of which a copy is included for reference.
DISCUSSION
The new and expanded Port of Dubuque Marina facility will be located along the
northerly shoreline of the Ice Harbor, adjacent to the new National Rivers Center and
the Museum's future outdoor Mississippi Plaza. The expanded marina facility will
include a net total of 70 transient slips, consisting of 46 — 30 -foot slips, 20 — 40 -foot
slips, 4 — 50 -foot slips, and will include water and electrical connections; a fuel dock and
sanitary pump -out facilities. The marina facility will have two (2) shore entry/exit
locations and each will have an 80 -foot, ADA- compliant access gangway.

potential floating dock suppliers. These challenges were addressed by incorporating a
base bid and an alternate bid configuration which are described as follows:
Base Bid

Additionally, due to the federal interest in the existing dock facility, Bidders were
required to provide a lump sum value in their base bid proposal for the salvaging
ownership of the existing docks, piling and gangway.

The Alternate Bid included the reuse and upgrading of the existing 25 floating courtesy
docks into the expanded marina configuration. Bidders were required to provide a cost
to incorporate the existing finger piers, the main pier walkway, and gangway in the
construction of the new marina facility. This item included reusing and refurbishing
existing materials including floats, framing, composite decking, cleats, and safety
ladders while also upgrading the existing dockage to accommodate utility services,
hardware and equipment.
The base bid and alternate bid configuration will allow the City to evaluate and compare
bid proposals on an equal basis and to make a determination if proceeding with the
base bid or the alternate bid is in the best interest of the City.

BID RESULTS - BID PACKAGE NO. 1

Transient Docks and Utilities on April 11, 2011. Dubuque Barge & Fleeting Service Co.
dba Newt Marine Service of Dubuque, Iowa, submitted the low bid in the amount of
$1,737,732.15. This amount is 13.4% under the estimate of probable cost. A summary
of the bid proposals received is as follows:
Base Bid: Includes the complete removal of existing docks and provides an all new
upgraded floating dock system including docks, floats, piling, gangway,
platform and service amenities.
Alternate 1: Includes the reuse, upgrading and incorporating the existing 25 floating
courtesy docks into the expanded marina configuration
Alternate 2: Provides the cost differential to incorporate composite decking on the fuel
dock in lieu of concrete decking as specified in the base bid.
Alternate 3: Provides the cost differential to eliminate the floating concrete plaza area.
BID EVALUATION
In reviewing the Base Bids, Newt Marine provided the low bid in the amount of
$1,737,732.15, which is $36,063.98 lower than Skipper Marine's base bid of
$1,773,796.13.
In reviewing the Alternate Bid No. 1, Skipper Marine provided the low bid in the amount
of $1,724,711.13 (1,773,796.13 - $49,085.00), which is $8,010.02 lower than Newt
Marine's alternate bid of $1,732,721.15 ($1,737,732.15 - $5,011.00).
In comparing the low Base Bid of $1,737,732.15 (Newt Marine) and the low Alternate
Bid No. 1 of $1,724,711.13 (Skipper Marine), there is a difference of $13,021.02
between the two bid options.
When evaluating the bids, the additional $13,021.02 to proceed with the Base Bid
option which provides an all new upgraded floating dock system including docks, floats,
piling, gangway, platform and service amenities is a justifiable cost and is in the best
interest of the City when considering the overall added value to the project.
The bids also included an Alternate No. 2 and Alternate No. 3 which were intended to
allow for flexibility when reviewing bid proposals to ensure that the project remained
within budget. Since the Base Bid is well within the funds budgeted for the Bid Package
No. 1, there is not the need to reduce the scope of the project and we are not
recommending proceeding with the Alternate No. 2 or Alternate No. 3 bids.
RECOMMENDATION
I recommend that the contract for the Port of Dubuque Marina Project, Bid Package No.
1 - Transient Docks and Utilities be awarded to Dubuque Barge & Fleeting Service Co.
dba Newt Marine Service of Dubuque, Iowa, in the Base Bid amount of $1,737,732.15
and also recommend that Alternate No. 1, Alternate No. 2 or Alternate No. 3 not be
accepted. The City has received concurrence from the Iowa Department of Natural
Resources (Iowa DNR) and the U.S. Fish and Wildlife Service (U.S. FWS) on this

The maximum budget for the project is $4,126,752 including preliminary and final
design, environmental review and construction. The estimate of probable cost includes
an overall 10% contingency. Based on the initial cost projections for both Bid Package
No. 1 and Bid Package No. 2, there was originally $968,000 programmed for the
building phase. Due to the favorable bids for Bid Package No. 1, there is additional
savings (approx. $700,000) that can be re- programmed for the Bid Package No. 2.
Based on the overall total projected project cost, there is an approximate $2,024,300
remaining to complete the future Bid Package No. 2 - Amenities Building. The projected
cost for the Bid Package No. 2 will be further refined and updated as the final design is
completed for the building phase.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the Port of
Dubuque Marina Project, Bid Package No. 1 - Transient Docks and Utilities to Dubuque
Barge & Fleeting Service Co. dba Newt Marine Service of Dubuque, Iowa, in the Base

Gity at Dubuque. Much has been aCcoOnp|imhed since first proposed at the main
channel location and now to be loeated in the Pori ot Duhuque. This communication

Recently the FVVS approved a grant ameridment that moved the marina location to the
Port of Dubuque and changed the scope of work to include all construction activities

and Utilities. In our conference call this morning the Bid Packet No. 1 was explained to
the FVVO. During this call concurrence was reached by both the DNR and FVVS that the
