Van Milligen, City Manager 'c' SUBJECT: Port of Dubuque Logging Properties Building Demolition and Site Clearance Project The Port of Dubuque Logging Properties - Building Demolition and Site Clearance Project included the complete demolition of existing structures; the excavation, removal, clean-up, and disposal of all building materials from the former Miller Logging and the Dubuque Hardwoods properties; and the disconnection and abandonment of both City and public utilities to the site. Acting Public Works Director/City Engineer Gus Psihoyos is recommending acceptance of the Port of Dubuque Logging Properties - Building Demolition and Site Clearance Project, as completed by WC Stewart Construction Company, in the final contract amount of $91 ,500, which is a 32.6% increase from the original contract in the amount of $69,000. The cost increase included items that were beyond the scope of the project: additional clearing and disposal of trees; underbrush and debris adjacent to railroad right-of-way, the Brewery property and the corner of 5th & Bell; and the removal of a large subsurface concrete slab located on the northerly side of the former Dubuque Hardwoods site. Van Milligen, City Manager Gus Psihoyos, Acting Public Works Director .Y1.9 TO: SUBJECT: Port of Dubuque Logging Properties Building Demolition and Site Clearance Project INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the Port of Dubuque Logging Properties - Building Demolition and Site Clearance Project. BACKGROUND The Demolition and Site Clearance Project included: the complete demolition of existing structures; the excavation, removal, clean-up, and disposal of all building materials from the former Miller Logging and the Dubuque Hardwoods properties; and the disconnection and abandonment of both City and public utilities to the site. DISCUSSION The Port of Dubuque Logging Properties - Building Demolition and Site Clearance Project has been completed by WC Stewart Construction Company of Dubuque, Iowa, in the final contract amount of $91,500, which is a 32.6% increase from the original contract in the amount of $69,000. The cost increase included items that were beyond the scope of the project: additional clearing and disposal of trees; underbrush and debris adjacent to railroad right-of-way, the Brewery property and the corner of 5th & Bell; and the removal of a large subsurface concrete slab located on the northerly side of the former Dubuque Hardwoods Site. RECOMMENDATION I recommend that the City Council accept the improvements and recommend that the final WC Stewart Construction Company contract amount be established at $91,500 for the Logging Properties - Building Demolition and Site Clearance Project. PROJECT FUNDING The project cost summary for the Logging Properties - Building Demolition and Site Clearance Project are as follows: Estimate Bid Final Logging Properties Site Demolition $100,000 $ 69,000 $91,500 (Dubuque Hardwoods, Miller Logging Site) Landfill Disposal Cost $ 50,000 $ 50,000 L-.Q Total Project Cost $150,000 $119,000 $91,500 The project will be funded with a $360,000 Federal Economic Development Initiative Grant targeted for property acquisition and site clean-up in the Port of Dubuque. The City did not incur any landfill disposal charges for the solid fill and demolition materials because the contractor was successful in locating an approved off-site disposal site; this resulted in an overall project cost savings of approximately $50,000. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final contract amount for the Port of Dubuque Logging Properties - Building Demolition and Site Clearance Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor from the Federal Economic Development Initiative Grant in amount equal to the amount of his contract, less any retained percentage provided for therein. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $91,500.00 and the said amount shall be paid from the Federal Economic Development Initiative Grant of the City of Dubuque, Iowa.
