SUBJECT: Citizen Guide for the Downtown Master Plan
This memo transmits the Citizen Guide for the Downtown Dubuque Master Plan for the
City Council to receive and file. The Citizen Guide was developed by the Master Plan
consultant, Leland Consulting Group, and the Downtown Planning Committee working
with a graphic design firm.
The Citizen Guide is designed for various community audiences, summarizing the
Downtown Master Plan for area redevelopment stakeholders including owner/investors,
developers, and the general public. The Citizen Guide can be supplemented by
informational handouts or other materials pertinent to a specific audience.
Throughout the Downtown Master Plan and Vision Downtown, the six components that
define Downtown Dubuque are linked together - reflecting collaborative investment.
Total success for vitality of any of the elements depends on the success of all of them.
The Citizen Guide includes concepts that show the connectedness of the elements.
Exciting things are happening in Downtown Dubuque, and the Citizen Guide helps to
demonstrate that there's really something great already in place in Downtown. This
brochure will be used extensively by Dubuque Main Street Ltd., Greater Dubuque
Development Corporation, and various City departments.
