SUBJECT: Kavanaugh Estate
The City of Dubuque Transit System received a bequest from the Will of Jeanette
Kavanaugh. Economic Development Director Bill Baum is recommending the City
accept the $19,644.77 bequest and target the funds for marketing and promotion of the
KeyLine system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Memo from Mark Munson on Kavanaugh estate
INTRODUCTION
The purpose of this memorandum is to request permission to receive and spend a
bequest on marketing the Keyline transit system, with emphasis on the Port of
Dubuque/Main street trolley service.
BACKGROUND
Attached you will find a memo from Mark Munson, Transit Manager, concerning a
$19,644.77 bequest to the transit system. Mark recommends the money be used for
marketing and promoting public transit services.
DISCUSSION
Although these funds may be used for any costs related to transit, including local match
on FTA capital expenditures, I concur with Marks recommendation. Although I am not
extremely confident that marketing and promotion will substantially increase ridership on
the fixed route system, I recognize the recently implemented Port of
Dubuque/Downtown trolley service needs additional consistent promotion.
RECOMMENDATION
I recommend the Kavanaugh estate funds be earmarked for marketing and promotion of
the Keyline system, with emphasis on the Port of Dubuque/Downtown trolley service,
that the revenue be recognized in the FY04 budget, carried over into FY05, and the
expenditures be programmed in FY05.

Use of Kavanaugh estate funds for transit marketing

According to Ken Tekippe, Transit has been named in the will of Jeanette
Kavanaugh to receive a bequest in the amount of $19,644.77. The bequest does
not specify any uses for the funds other than to simply go to the transit system.
I have visited with Jim Heckmann the attorney handling the estate and asked him
if he knew of any relatives to Ms. Kavanaugh that may have recommendations
for the use of these funds. Mr. Heckmann informed me that Ms. Kavanaugh was
estranged from her only known living relatives and that all of the proceeds from
her estate were going to charities.
In lieu of the unique one time nature of this bequest, I am recommending that
these funds be used in the Transit Division budget for the purpose of marketing
and promoting the public transit services. Several members on the City Council
have mentioned that they believe the transit service is lacking in the area of
promotion and marketing. I would suggest that we consult with someone like Jan
Powers for assistance in developing a small promotional campaign as soon as
possible so that we can get the benefit of running the campaign during the
summer months.
Assuming the funds are still received in the current fiscal year, I will place these
funds in the FY 2004 transit budget under 53100-62140 Promotion and request
that these funds be carried over into FY 2005.
